The Landscape of Scholarly Book Publishing in Croatia: Finding Pathways for Viable Open Access Models

Author : Iva Melinščak Zlodi

1) Background: Open access to scholarly works is globally recognized as a goal to be achieved as soon as possible; however, there is not yet a general understanding of how to achieve open access for books. In considering the most appropriate models of transition, an accurate and detailed insight into national and regional specifics can be of great importance.

The aim of this research is to show the current state of scholarly book publishing in Croatia: recognising the key stakeholders, their characteristics, and the current level of open access to scholarly books.

(2) Methods: The existing data from two different sources were used: the data about the public subsidies for book publishers by the Ministry of Science and Education and the data on published books from the Croatian Scientific Bibliography CROSBI, both for the period from 2018 to 2021.

(3) Results: In the four-year period, 224 Croatian publishers were awarded subsidies to publish 2359 book titles. The majority of the publishers received support for only a small number of titles and relatively low amounts of subsidies. More than half of the titles are published by small private commercial publishers.

However, the uptake of digital publishing among commercial publishers is very modest. Open access to scholarly books is almost entirely in the domain of non-commercial publishers. Most open access titles are available on the websites of their publishers.

(4) Conclusions: The analysis of the data from these two sources have resulted in an overview of the current state of book publishing in Croatia. Such an overview provides a good basis for designing future measures and creating a national open science plan and can also be a useful contribution to international discussions.

Will Academic Library Publishing Break OER? A Diffusion of Innovations Study

Authors : Kathy Essmiller, Tutaleni Asino

Academic libraries are among the organizations advocating for open educational resources (OER), often playing a key campus role in education, advocacy, and support of their creation and publication. Publication of OER resonates with the role of the academic library.

Because “incongruence in perceptions” (Chtena 2019: 24) can cause difficulties and unforeseen challenges with implementation and use of OER, organizations involved in OER initiatives need familiarity with how OER and organizational values align.

The goal of this exploration was to investigate how academic libraries enact academic library publishing programs and the ramification that has in the diffusion process of OER in higher education. Data collected in this single case study research project was analyzed through the lens of Diffusion of Innovations Theory.

The findings from the study suggest that, if academic libraries are to enact the creation and publication of OER in ways appropriate to their conception, those involved will need to be intentional about ensuring enactment of the values foundational to OER.

Future suggested research includes a multiple-case study comparative research study looking at academic library publication of OER, exploration of how opinion leaders and attributes of innovations impact academic library publication of OER, and investigation into the impact of organizational structure on the diffusion of OER creation and publication.

TEI Models for the Publication of Social Sciences and Humanities Journals: Opportunities, Challenges, and First Steps Toward a Standardized Workflow

Authors : Anne Baillot, Julie Giovacchini

The TEI Guidelines are developed and curated by a community whose main purpose is to standardize the encoding of primary sources relevant for humanities research and teaching. But other communities are also working with TEI-based publication formats.

The first goal of this paper is to raise awareness of the importance of TEI-based scholarly publishing as we know it today.

The second goal is to contribute to a reflection on the development of a TEI customization that would cover the whole authoring-reviewing-publishing workflow and guarantee archiving options that are as solid for journal publications as what we now have for primary sources published in TEI.

Digital Editions and Version Numbering

Author : Paul A. Broyles

Digital editions are easily modified after they are first published — a state of affairs that poses challenges both for long-term scholarly reference and for various forms of electronic distribution and analysis.

This article argues that producers of digital editions should assign meaningful version numbers to their editions and update those version numbers with each change, allowing both humans and computers to know when resources have been modified and how significant the changes are.

As an examination of versioning practices in the software industry reveals, version numbers are not neutral descriptors but social products intended for use in specific contexts, and the producers of digital editions must consider how version numbers will be used in developing numbering schemes.

It may be beneficial to version different parts of an edition separately, and in particular to version the data objects or content of an edition independently from the environment in which it is displayed.

The article concludes with a case study of the development of a versioning policy for the Piers Plowman Electronic Archive, and includes an appendix surveying how a selection of digital editions handle the problem of recording and communicating changes.
