The Impact of the German ‘DEAL’ on Competition in the Academic Publishing Market

The German DEAL agreements between German universities and research institutions on the one side and Springer Nature and Wiley on the other side facilitate easy open access publishing for researchers located in Germany.

We use a dataset of all publications in chemistry from 2016 to 2020 and apply a difference-in-differences approach to estimate the impact on eligible scientists’ choice of publication outlet.

We find that even in the short period following the conclusion of these DEAL agreements, publication patterns in the field of chemistry have changed, as eligible researchers have increased their publications in Wiley and Springer Nature journals at the cost of other journals.

From that two related competition concerns emerge: First, academic libraries may be, at least in the long run, left with fewer funds and incentives to subscribe to non-DEAL journals published by smaller publishers or to fund open access publications in these journals.

Secondly, eligible authors may prefer to publish in journals included in the DEAL agreements, thereby giving DEAL journals a competitive advantage over non-DEAL journals in attracting good papers.

Given the two-sided market nature of the academic journal market, these effects may both further spur the concentration process in this market.

Where Do Early Career Researchers Stand on Open Science Practices? A Survey Within the Max Planck Society

Open science (OS) is of paramount importance for the improvement of science worldwide and across research fields. Recent years have witnessed a transition toward open and transparent scientific practices, but there is still a long way to go.

Early career researchers (ECRs) are of crucial relevance in the process of steering toward the standardization of OS practices, as they will become the future decision makers of the institutional change that necessarily accompanies this transition. Thus, it is imperative to gain insight into where ECRs stand on OS practices.

Under this premise, the Open Science group of the Max Planck PhDnet designed and conducted an online survey to assess the stance toward OS practices of doctoral candidates from the Max Planck Society.

As one of the leading scientific institutions for basic research worldwide, the Max Planck Society provides a considerable population of researchers from multiple scientific fields, englobed into three sections: biomedical sciences, chemistry, physics and technology, and human and social sciences.

From an approximate total population of 5,100 doctoral candidates affiliated with the Max Planck Society, the survey collected responses from 568 doctoral candidates. The survey assessed self-reported knowledge, attitudes, and implementation of different OS practices, namely, open access publications, open data, preregistrations, registered reports, and replication studies.

ECRs seemed to hold a generally positive view toward these different practices and to be interested in learning more about them. Furthermore, we found that ECRs’ knowledge and positive attitudes predicted the extent to which they implemented these OS practices, although levels of implementation were rather low in the past. We observed differences and similarities between scientific sections.

We discuss these differences in terms of need and feasibility to apply these OS practices in specific scientific fields, but additionally in relation to the incentive systems that shape scientific communities. Lastly, we discuss the implications that these results can have for the training and career advancement of ECRs, and ultimately, for the consolidation of OS practices.

Research Data Management as an Integral Part of the Research Process of Empirical Disciplines Using Landscape Ecology as an Example

Research Data Management (RDM) is regarded as an elementary component of empirical disciplines. Taking Landscape Ecology in Germany as an example the article demonstrates how to integrate RDM into the research design as a complement of the classic quality control and assurance in empirical research that has, so far, generally been limited to data production.

Sharing and reuse of empirical data by scientists as well as thorough peer reviews of knowledge produced by empirical research requires that the problem of the research in question, the operationalized definitions of the objects of investigation and their representative selection are documented and archived as well as the methods of data production including indicators for data quality and all data collected and produced.

On this basis, the extent to which this complemented design of research processes has already been realized is demonstrated by research projects of the Chair of Landscape Ecology at the University of Vechta, Germany.

This study is part of a joined research project on Research Data Management funded by the German Federal Ministry of Education and Research.

Open Access Uptake in Germany 2010-18: Adoption in a diverse research landscape

This study investigates the development of open access (OA) to journal articles from authors affiliated with German universities and non-university research institutions in the period 2010-2018.

Beyond determining the overall share of openly available articles, a systematic classification of distinct categories of OA publishing allows to identify different patterns of adoption to OA.

Taking into account the particularities of the German research landscape, variations in terms of productivity, OA uptake and approaches to OA are examined at the meso-level and possible explanations are discussed.

The development of the OA uptake is analysed for the different research sectors in Germany (universities, non-university research institutes of the Helmholtz Association, Fraunhofer Society, Max Planck Society, Leibniz Association, and government research agencies).

Combining several data sources (incl. Web of Science, Unpaywall, an authority file of standardised German affiliation information, the ISSN-Gold-OA 3.0 list, and OpenDOAR), the study confirms the growth of the OA share mirroring the international trend reported in related studies.

We found that 45% of all considered articles in the observed period were openly available at the time of analysis. Our findings show that subject-specific repositories are the most prevalent OA type. However, the percentages for publication in fully OA journals and OA via institutional repositories show similarly steep increases.

Enabling data-driven decision-making regarding OA implementation in Germany at the institutional level, the results of this study furthermore can serve as a baseline to assess the impact recent transformative agreements with major publishers will likely have on scholarly communication.

The Transcript OPEN Library Political Science Model: A Sustainable Way into Open Access for E-Books in the Humanities and Social Science

The strategic goal of the project “National Contact Point Open Access OA2020-DE” is to create the conditions for a large-scale open-access transformation in accordance with the Alliance of German Science Organizations.

In close collaboration with the publisher transcript, we developed a business model that strengthens the transformation process for e-books in the humanities and social sciences.

It largely addresses the drawbacks of existing models. Moreover, it is manageable, sustainable, transparent, and scalable for both publishers and libraries. This case report describes the setup of the model, its successful implementation for the branch “political science” of transcript in 2019, and provides a Strengths–Weaknesses–Opportunities–Threats (SWOT) analysis.

We believe that it has the potential to become one of the major open-access business models for research monographs and anthologies in the humanities and social sciences, especially for non-English e-books.

Are Research Datasets FAIR in the Long Run?

Currently, initiatives in Germany are developing infrastructure to accept and preserve dissertation data together with the dissertation texts (on state level – bwDATA Diss, on federal level – eDissPlus).

In contrast to specialized data repositories, these services will accept data from all kind of research disciplines. To ensure FAIR data principles (Wilkinson et al., 2016), preservation plans are required, because ensuring accessibility, interoperability and re-usability even for a minimum ten year data redemption period can become a major challenge.

Both for longevity and re-usability, file formats matter. In order to ensure access to data, the data’s encoding, i.e. their technical and structural representation in form of file formats, needs to be understood. Hence, due to a fast technical lifecycle, interoperability, re-use and in some cases even accessibility depends on the data’s format and our future ability to parse or render these.

This leads to several practical questions regarding quality assurance, potential access options and necessary future preservation steps. In this paper, we analyze datasets from public repositories and apply a file format based long-term preservation risk model to support workflows and services for non-domain specific data repositories.

A Principled Approach to Online Publication Listings and Scientific Resource Sharing

The Max Planck Institute (MPI) for Psycholinguistics has developed a service to manage and present the scholarly output of their researchers. The PubMan database manages publication metadata and full-texts of publications published by their scholars.

All relevant information regarding a researcher’s work is brought together in this database, including supplementary materials and links to the MPI database for primary research data.

The PubMan metadata is harvested into the MPI website CMS (Plone). The system developed for the creation of the publication lists, allows the researcher to create a selection of the harvested data in a variety of formats.
