Five ways to optimize open access uptake after a signed read and publish contract: lessons learned from the Dutch UKB consortium

Consortia and publishers invest a lot of time and expertise in the negotiation process. A well-drafted read and publish contract is, however, not enough to guarantee an optimal open access publishing service. The Dutch UKB consortium uses several tools and practices to actively monitor and manage open access uptake during an agreement.

Library help desks are provided with a knowledge base covering most frequently asked questions from authors. A journal list gives an integral overview of the more than 11,000 journals that are part of 16 consortium deals.

Because researchers wanted to know about open access publishing possibilities from a journal perspective, a journal browser was developed. Workflow improvement and retrospective open access are regular topics in mid-term meetings with publishers, resulting in increased open access uptake.

A purpose-built datahub provides the consortium and libraries with publication data that helps monitoring and managing output on both article and deal level. Finally, licence choice including funder compliance is taken into account, resulting in an increasing percentage of CC BY versus the more restricted CC BY-NC and CC BY-NC-ND options.

Attitudes, behaviours and experiences of authors of COVID-19 preprints

The COVID-19 pandemic caused a rise in preprinting, apparently triggered by the need for open and rapid dissemination of research outputs. We surveyed authors of COVID-19 preprints to learn about their experience of preprinting as well as publishing in a peer-reviewed journal.

A key aim was to consider preprints in terms of their effectiveness for authors to receive feedback on their work. We also aimed to compare the impact of feedback on preprints with the impact of comments of editors and reviewers on papers submitted to journals. We observed a high rate of new adopters of preprinting who reported positive intentions regarding preprinting their future work.

This allows us to posit that the boost in preprinting may have a structural effect that will last after the pandemic. We also saw a high rate of feedback on preprints but mainly through “closed” channels – directly to the authors.

This means that preprinting was a useful way to receive feedback on research, but the value of feedback could be increased further by facilitating and promoting “open” channels for preprint feedback. At the same time, almost a quarter of the preprints that received feedback received comments resembling journal peer review.

This shows the potential of preprint feedback to provide valuable detailed comments on research. However, journal peer review resulted in a higher rate of major changes in the papers surveyed, suggesting that the journal peer review process has significant added value compared to preprint feedback.

COVID‑19 and the scientific publishing system: growth, open access and scientific fields

We model the growth of scientific literature related to COVID-19 and forecast the expected growth from 1 June 2021. Considering the significant scientific and financial efforts made by the research community to find solutions to end the COVID-19 pandemic, an unprecedented volume of scientific outputs is being produced.

This questions the capacity of scientists, politicians and citizens to maintain infrastructure, digest content and take scientifically informed decisions. A crucial aspect is to make predictions to prepare for such a large corpus of scientific literature.

Here we base our predictions on the Autoregressive Integrated Moving Average (ARIMA) and exponential smoothing models using the Dimensions database. This source has the particularity of including in the metadata information on the date in which papers were indexed.

We present global predictions, plus predictions in three specific settings: by type of access (Open Access), by domain-specific repository (SSRN and MedRxiv) and by several research fields. We conclude by discussing our findings.

Forecasting the publication and citation outcomes of COVID-19 preprints

Many publications on COVID-19 were released on preprint servers such as medRxiv and bioRxiv. It is unknown how reliable these preprints are, and which ones will eventually be published in scientific journals.

In this study, we use crowdsourced human forecasts to predict publication outcomes and future citation counts for a sample of 400 preprints with high Altmetric score. Most of these preprints were published within 1 year of upload on a preprint server (70%), with a considerable fraction (45%) appearing in a high-impact journal with a journal impact factor of at least 10.

On average, the preprints received 162 citations within the first year. We found that forecasters can predict if preprints will be published after 1 year and if the publishing journal has high impact. Forecasts are also informative with respect to Google Scholar citations within 1 year of upload on a preprint server.

For both types of assessment, we found statistically significant positive correlations between forecasts and observed outcomes. While the forecasts can help to provide a preliminary assessment of preprints at a faster pace than traditional peer-review, it remains to be investigated if such an assessment is suited to identify methodological problems in preprints.

Journals preserved or how to turn Diamond into JASPER

The increase in the number of digital journals has redefined the respective roles of libraries and publishers in the selection, provision and preservation of this content. A new player has emerged, i.e. the archiving agency specializing in long-term digital preservation.

Open access journals are poorly preserved, as shown by two recent studies based on an analysis of titles indexed by DOAJ. This worrying finding has motivated DOAJ, CLOCKSS, Keepers Registry, Internet Archive and Public Knowledge Project to join forces to propose an archiving solution for journals without article processing charges.

The JASPER project resulted in the creation of a tool and a workflow allowing the preservation of a dozen journals. The next step is to go to scale (more journals archived, more agencies involved), conditioned subject to the mobilization of external funding.

Impact factions: assessing the citation impact of different types of open access repositories

Institutional repositories (IR) maintained by research libraries play a central role in providing open access to taxpayer-funded research products. It is difficult to measure the extent to which IR contribute to new scholarship because publisher self-archiving policies typically require researchers to cite the “version of record” of a manuscript even when an IR copy is accessed to conduct the research.

While some studies report an open access (OA) citation advantage resulting from the availability of self-archived or “green” OA manuscripts, few have sought to measure an OA citation effect of IR separately from disciplinary repositories, including arXiv and PubMed Central.

In this study, the authors present a bibliometric analysis examining correlations between search engine performance of items in IR, OA availability from different types of repositories, and citations. The analysis uses a novel, open dataset of IR access and usage derived from five months of Google search engine results pages (SERP) data, which were aggregated by the Repository Analytics and Metrics Portal (RAMP) web service.

Findings indicate that making OA copies of manuscripts available in self-archiving or “green” repositories results in a positive citation effect, although the disciplinary repositories within the sample significantly outperform the other types of OA services analyzed. Also evident is an increase in citations when a single manuscript is available in multiple OA sources.

Les plateformes de dépôt et d’archivage des travaux étudiants

Le développement des archives ouvertes, qu’elles soient institutionnelles ou à vocation nationale comme HAL, a conduit à une évolution en faveur de l’Open access et de l’ouverture toujours plus grande en faveur de travaux toujours plus divers et nombreux.

Dans cette effervescence ont été mises en place des plateformes de dépôt et d’archivage de travaux étudiants, depuis la licence jusqu’au master et aux thèses d’exercice.

Dans cette étude nous dresserons un historique et un état des lieux de cette évolution avant de nous intéresser aux spécificités et aux enjeux attachés à ces plateformes ; nous nous intéresserons également aux fonctionnalités et à leur mise en place sur le plan technique et, enfin, aux perspectives qui s’ouvrent à ces outils non seulement en termes de services aux étudiants et de potentialités pédagogiques, mais aussi selon les utilités que représentent les plateformes pour la communauté universitaire et scientifique dans son ensemble.
