The status of the digital preservation policies and plans of the institutional repositories of selected public universities in Kenya

Institutional repositories (IRs) have a leading role in providing long-term access to the research output of universities. This study assessed the capabilities of institutional repositories in Kenya to support long-term preservation of digital content by reviewing digital preservation policies and plans.

Data was collected through face-to-face interviews from 19 respondents drawn from three public universities that were identified by their registration in OpenDOAR, ROARMAP and the number of items in their repositories.

Additional data was acquired through analysis of documents such as open access policies and mandates, as well as institutional websites. Findings revealed that the organizations were poorly prepared to support long-term digital preservation.

Policies were inadequate and plans to support the implementation of the policies were lacking. The study concluded that although the IRs were to undertake digital preservation, they lacked clearly defined actions from plans and policy.

This article offers recommendations, including identifying digital preservation goals that will guide policy formulation and multi-stakeholder involvement in the policy-making process. Effort should also be made to create awareness of the relationship between digital content selection and its successful long-term preservation.

Open access and its potential impact on public health – A South African perspective

Traditionally, access to research information has been restricted through journal subscriptions. This means that research entities and individuals who were unable to afford subscription costs did not have access to journal articles. There has however been a progressive shift toward electronic access to journal publications and subsequently growth in the number of journals available globally.

In the context of electronic journals, both open access and restricted access options exist. While the latter option is comparable to traditional, subscription-based paper journals, open access journal publications follow an “open science” publishing model allowing scholarly communications and outputs to be publicly available online at no cost to the reader.

However, for readers to enjoy open access, publication costs are shifted elsewhere, typically onto academic institutions and authors. SARS-CoV-2, and the resulting COVID-19 pandemic have highlighted the benefits of open science through accelerated research and unprecedented levels of collaboration and data sharing. South Africa is one of the leading open access countries on the African continent.

This paper focuses on open access in the South African higher education research context with an emphasis on our Institution and our own experiences. It also addresses the financial implications of open access and provides possible solutions for reducing the cost of publication for researchers and their institutions.

Privacy in open access and the role of the Protection of Personal Information Act (POPIA) in medical research and secondary use of data in South Africa will also be discussed.

The impact of open and reproducible scholarship on students’ scientific literacy, engagement, and attitudes towards science: A review and synthesis of the evidence

In recent years, the scientific community has called for improvements in the credibility, robustness, and reproducibility of research, characterized by higher standards of scientific evidence, increased interest in open practices, and promotion of transparency. While progress has been positive, there is a lack of consideration about how this approach can be embedded into undergraduate and postgraduate research training.

Currently, the impact of integrating an open and reproducible approach into the curriculum on student outcomes is not well articulated in the literature.

Therefore, in this paper, we provide the first comprehensive review of how integrating open and reproducible scholarship into teaching and learning may impact students, using a large-scale, collaborative, team-science approach. Our review highlighted how embedding open and reproducible scholarship may impact: (1) students’ scientific literacies (i.e., students’ understanding of open research, consumption of science, and the development of transferable skills); (2) student engagement (i.e., motivation and engagement with learning, collaboration, and engagement in open research), and (3) students’ attitudes towards science (i.e., trust in science and confidence in research findings).

Our review also identified a need for more robust and rigorous methods within evaluations of teaching practice. We discuss implications for teaching and learning scholarship in this area.

Science in motion: A qualitative analysis of journalists’ use and perception of preprints

This qualitative study explores how and why journalists use preprints—unreviewed research papers—in their reporting. Through thematic analysis of interviews conducted with 19 health and science journalists in the second year of the COVID-19 pandemic, it applies a theoretical framework that conceptualizes COVID-19 preprint research as a form of post-normal science, characterized by high scientific uncertainty and societal relevance, urgent need for political decision-making, and value-related policy considerations.

Findings suggest that journalists approach the decision to cover preprints as a careful calculation, in which the potential public benefits and the ease of access preprints provided were weighed against risks of spreading misinformation.

Journalists described viewing unreviewed studies with extra skepticism and relied on diverse strategies to find, vet, and report on them. Some of these strategies represent standard science journalism, while others, such as labeling unreviewed studies as preprints, mark a departure from the norm. However, journalists also reported barriers to covering preprints, as many felt they lacked the expertise or the time required to fully understand or vet the research.

The findings suggest that coverage of preprints is likely to continue post-pandemic, with important implications for scientists, journalists, and the publics who read their work.

The APC-Effect: Stratification in Open Access Publishing

Current implementations of Open Access (OA) publishing frequently involve Article Publishing Charges (APCs). Increasing evidence emerges that APCs impede researchers with fewer resources in publishing their research OA.

We analysed 1.5 million scientific articles from journals listed in the Directory of Open Access Journals to assess average APCs and their determinants for a comprehensive set of journal publications, across scientific disciplines, world regions and through time. Levels of APCs were strongly stratified by scientific fields and the institutions’ countries, corroborating previous findings on publishing cultures and the impact of mandates of research funders.

After controlling for country and scientific field with a multilevel mixture model, however, we found small to moderate effects of levels of institutional resourcing on the level of APCs. This is what we call the APC-Effect.

Effects were largest in countries with low GDP, suggesting decreasing marginal effects of institutional resources when general levels of funding are high. Our findings provide further evidence on how APCs stratify OA publishing and highlight the need for alternative publishing models.

Overlay journals: A study of the current landscape

Overlay journals are characterised by their articles being published on open access repositories, often already starting in their initial preprint form as a prerequisite for submission to the journal prior to initiating the peer-review process.

In this study we aimed to identify currently active overlay journals and examine their characteristics. We utilised an explorative web search and contacted key service providers for additional information. The final sample consisted of 34 overlay journals.

While the results show that new overlay journals have been actively established within recent years, the current presence of overlay journals remains diminutive compared to the overall number of open access journals. Most overlay journals publish articles in natural sciences, mathematics or computer sciences, and are commonly published by groups of academics rather than formal organisations.

They may also rank highly within the traditional journal citation metrics. None of the investigated journals required fees from authors, which is likely related to the cost-effective aspects of the overlay publishing model.

Both the growth in adoption of open access preprint repositories and researchers’ willingness to publish in overlay journals will determine the model’s wider impact on scholarly publishing.

The Curtin Open Knowledge Initiative : Sharing data on scholarly research performance

In the current era of worldwide competition in higher education, universities are caught up in market processes that encourage compliance with the measurement systems applied by world university rankings.

Despite questions about the rankings’ methodologies and data sources, universities continue to adopt assessment and evaluation practices that require academic researchers to publish in sources indexed by the major commercial bibliographic databases used by world rankings.

Building on a critique of the limited bibliometric measures and underlying assumptions of rankings, the Curtin Open Knowledge Initiative interdisciplinary research project aggregates and analyses scholarly research data including open access output from multiple open sources for more than 20,000 institutions worldwide.

To understand who is creating knowledge and how diversity is enacted through the transmission of knowledge we analyse workforce demographic data. In this article, we discuss the project’s rationale, methodologies and examples of data analysis that can enable universities to make independent assessments, ask questions about rankings, and contribute to open knowledge-making and sharing.

Expanding on our presentation to the LIBER Online 2021 Conference, we discuss collaboration with academic libraries and other scholarly communication stakeholders to develop and extend the open knowledge project.
