The French HSS Community Speaks Out on Open Science: A Top-Down and Bottom-Up Taxonomy Approach

This paper presents a thematic, taxonomy-based analysis that reveals a turn by French HSS (Humanities and Social Sciences) scholars towards criticism of the French national Open Science policy.

By examining their argumentation, we better understand how far official discourse on OS fails to take into account the specificities of HSS disciplines, methodologies, and research practices. To achieve this, we developed a 5-step research design: (1) compilation of a corpus of peer-reviewed papers critical of the national Open Science policy, (2) extraction of quotations containing arguments justifying the criticism, (3) Top-Down indexing of these arguments; (4) construction of a Bottom-Up taxonomy of researchers’ criticisms of Open Science based on an iterative thematic analysis of their arguments, and (5) cross-referencing the two taxonomies.

Our results show that criticism of Open Science accompanied the publication of the two national plans, in 2018 and 2021. The Bottom-Up taxonomy shows that the largest share of the criticism expressed by researchers focuses on Open Research Data, and that this facet cuts across argument categories to the greatest degree, representing the majority of legal/ethical (91.7%), praxis-based (70.0%), and epistemological (68.2%) arguments.

The paper’s original contribution lies in the dialogue it raises about a broader view of Open Science when it comes to HSS. It also provides unprecedented analysis of the categories of argument employed by French HSS scholars to justify their criticism of national French Open Science policy.

Open research data integration in universities: How data stewards adapt global policies to local contexts

Global research policies, often driven by political agendas rather than academic expertise, generate pressure on local entities to conform to global standards. This is particularly the case for universities seeking international relevance, which must address Open Research Data (ORD) principles.

Our study examines the strategic decisions that university boards must make in adopting ORD, and explores the developing role of data stewards as key facilitators in day-to-day data governance. Drawing on the first-hand experience of a professional data steward at a research-intensive Swiss university, we illustrate in four situations how power dynamics and knowledge gaps complicate the reconciliation of ORD ideals with local operational realities.

In response, we advocate a strategic shift to an integrated data stewardship model. We also propose strategies to empower data stewards by increasing the visibility of ORD in research projects, promoting task flexibility, reducing bureaucratic constraints, and setting realistic, incremental goals. We further recommend adapting global terminology to local contexts, harmonizing processes, and proactively promoting ORD.

Ultimately, our efforts emphasize the specificity of universities as expert organizations and complement traditional education and training initiatives. In this way, we aim to pave the way for a more effective and holistic implementation of ORD and ultimately other global policies.

Open Research Data in Spanish University Repositories

The current situation of open research data in Spanish university repositories is analyzed by means of twelve indicators that allow us to compare them with each other. The twelve self-developed indicators deal with research datasets and institutional policies linked to open access, as well as some of the key characteristics of the repositories.

The methodology used consists of comparing the repositories of the different universities linked to REBIUN. The result has been that datasets in institutional repositories are scarce, and the situation is heterogeneous across the territory. This raises questions about future open access policies for research data in the country’s main scientific institutions.

Economic valuation of open research data: A conceptual framework and methodological approach

The economic significance of open research data is widely acknowledged, yet its quantification remains challenging. This paper presents an effective valuation instrument to help stakeholders understand and evaluate the economic benefits of open research data. By conducting a scoping review and prioritizing user engagement, this study introduces a comprehensive conceptual framework for the economic valuation of open research data. The valuation is based on economic value and willingness to pay, employing the Contingent Valuation Method (CVM).

It incorporates per-use models (view, download, and request) and periodic subscription models (monthly and yearly). An empirical survey was conducted at the National Basic Science Data Center (NBSDC) in China to verify this framework. Both pricing models, comprising five distinct tactics, was supported by surveyed users. Measuring economic value by views and by year was preferred, while willingness to pay by downloads and by year was considered more reasonable.

Overall, the most applicable valuation approach is on a yearly basis. Through this case study at NBSDC, specific pricing tactics were identified, and the total economic value and users’ willingness to pay were assessed. This study is arguably the first to establish a conceptual framework with pricing tactics from a user perspective. This methodological approach for economic valuation of open research data provides evidence and tools for future research, policy formulation, and resource allocation in the context of open science and innovation.

Handling Open Research Data within the Max Planck Society — Looking Closer at the Year 2020

This paper analyses the practice of publishing research data within the Max Planck Society in the year 2020. The central finding of the study is that up to 40\% of the empirical text publications had research data available. The aggregation of the available data is predominantly analysed.

There are differences between the sections of the Max Planck Society but they are not as great as one might expect. In the case of the journals, it is also apparent that a data policy can increase the availability of data related to textual publications.

Finally, we found that the statement on data availability « upon (reasonable) request » does not work.

Development and preliminary validation of an open access, open data and open outreach indicator

We present the development and preliminary validation of a new person-centered indicator that we propose is named “OADO” after its target concepts: Open Access (OA), Open Data (OD) and Open Outreach (OO).

The indicator is comprised of two factors: the research factor indicating the degree of OA articles and OD in research; and the communication factor indicating the degree of OO in communication activities in which a researcher has participated. We stipulate that the weighted version of this new indicator, the Weighted-OADO, can be used to assess the openness of researchers in relation to their peers from their own discipline, department, or even group/center.

The OADO is developed and customized to the needs of Elsevier’s Research Information Management System (RIMS) environment, Pure. This offers the advantage of more accurate interpretations and recommendations for action, as well as the possibility to be implemented (and further validated) by multiple institutions, allowing disciplinary comparisons of the open practices across multiple institutes.

Therefore, the OADO provides recommendations for action, and enables institutes to make informed decisions based on the indicator’s outcome. To test the validity of the OADO, we retrieved the Pure publication records from two departments for each of the five faculties of the University of Southern Denmark and calculated the OADO of 995 researchers in total.

We checked for definition validity, actionability, transferability, possibility of unexpected discontinuities of the indicator, factor independence, normality of the indicator’s distributions across the departments, and indicator reliability.

Our findings reveal that the OADO is a reliable indicator for departments with normally distributed values with regards to their Weighted-OADO. Unfortunately, only two departments displayed normal distributions, one from the health sciences and one from engineering.

For departments where the normality assumption is not satisfied, the OADO can still be useful as it can indicate the need for making a greater effort toward openness, and/or act as an incentive for detailed registration of research outputs and datasets.

The Effects of Research Data Management Services: Associating the Data Curation Lifecycle with Open Research Output

This study seeks to understand the relationship between research data management (RDM) services framed in the data curation life cycle and the production of open data. An electronic questionnaire was distributed to US researchers and RDM specialists, and the results were analyzed using Chi-Square tests for association.

The data curation life cycle does associate with the production of open data and shareable research, but tasks like data management plans have stronger associations with the production of open data. The findings analyze the intersection of these concepts and provide insight into RDM services that facilitate the production of open data and shareable research.
