Open Access and Promotion and Tenure Evaluation Plans at the University of Wisconsin–Eau Claire

Department and program evaluation plans at the University of Wisconsin–Eau Claire were examined to see if these documents provide evidence that could be used to justify supporting the publication of peer-reviewed open access articles toward tenure and promotion.

In an earlier study, the authors reveal that faculty members at the University of Wisconsin–Eau Claire are more unaware of open access publishing than their counterparts at larger universities.

These findings dovetail with other studies that show that faculty members are reluctant to publish in open access journals because of concerns about the quality of those journals. The existing body of scholarship suggests that tenure-line faculty fear publishing in open access journals because it could adversely impact their chances of promotion and tenure.

The authors of this current study sought to determine if department and program evaluation plans could influence negative perceptions faculty have of open access journals. The implications of this study for librarians, scholarly communication professionals, tenure-line faculty, departments, and programs are addressed.

Afraid of Scooping – Case Study on Researcher Strategies against Fear of Scooping in the Context of Open Science

The risk of scooping is often used as a counter argument for open science, especially open data. In this case study I have examined openness strategies, practices and attitudes in two open collaboration research projects created by Finnish researchers, in order to understand what made them resistant to the fear of scooping.

The radically open approach of the projects includes open by default funding proposals, co-authorship and community membership. Primary sources used are interviews of the projects’ founding members.

The analysis indicates that openness requires trust in close peers, but not necessarily in research community or society at large. Based on the case study evidence, focusing on intrinsic goals, like new knowledge and bringing about ethical reform, instead of external goals such as publications, supports openness.

Understanding fundaments of science, philosophy of science and research ethics, can also have a beneficial effect on willingness to share. Whether there are aspects in open sharing that makes it seem riskier from the point of view of certain demographical groups within research community, such as women, could be worth closer inspection.

Un dispositif innovant d’éditorialisation en accès ouvert pour les SHS

Ni « revue scientifique » au sens classique et toujours actuel, ni simple « bulletin d’annonces » des activités d’un laboratoire, les Cahiers Costech expérimentent un dispositif éditorial valorisant les travaux intermédiaires de la recherche (avec relectures et validations scientifiques) et la publication en accès ouvert (y compris par réédition de publications achevées mais peu accessibles), tout en favorisant un pluralisme organisationnel & intellectuel laissant aux chercheurs responsables de chaque rubrique le soin de définir leurs agendas scientifiques, les types de publications pertinents ainsi que leurs régimes de relectures et validations.

La valorisation de la « recherche en train de se faire » adopte des formats très divers de publications (communications et posters en colloques, notes de recherche, working papers, recensions, conférences et séminaires enregistrés, rapports de recherche, synthèses thématiques, compte-rendu de terrains…), en accès ouvert.

La « réédition en accès ouvert » respecte les droits des premiers éditeurs (ex. : publications de chapitres de livres avec leurs autorisations) et le droit des auteurs de réédition en accès ouvert de leurs publications 12 mois après parution en périodique (article 30 de la loi n° 2016-1321 du 7 octobre 2016).

Ce numéro 1 inaugure le dispositif éditorial conçu par le Costech-UTC, en assemblée générale et en conseil de laboratoire, après plusieurs mois de réflexions collectives sur les formes de communication scientifique à l’ère de l’éditorialisation numérique et de l’accès ouvert aux publications.

Pour les besoins de ce lancement, le premier numéro réunit une forte proportion de travaux issus des recherches internes au Costech-UTC mais la revue lancera des appels à contribution ouverts à tous les chercheurs travaillant sur le domaine des recherches technologiques en sciences humaines et sociales.

Ce type de recherches technologiques, portant sur des terrains socio-économiques contemporains, est présenté dans le rapport d’activité de l’unité Costech.

Towards Open Science: China’s Scientific Research and Libraries

The advance of networking and computing technologies offers unprecedented opportunities for the implementation of principles and practices of open science. By demonstrating attempts of openly working and researching in scientific research and libraries, this paper aims to introduce China’s efforts towards Open Science.

Firstly, this paper reviews Chinese Science & Technology policy and innovation policy towards Open Science by data statistics, indicating that China demands and promotes Open Science.

Based on the situation of Chinese Open Science initiatives, this paper also explores current services of Chinese government, organizations and libraries of moving forward to openness by sharing some cases.

Moreover, Chinese Academy of Sciences is presented in this paper as an example of one of Chinese academic library to introduce its “Open and Collaboration” service strategy planning and Open Knowledge service practice to the need of Open Science and Open Innovation.

Alchemy & algorithms: perspectives on the philosophy and history of open science

This paper gives the reader a chance to experience, or revisit, PHOS16: a conference on the History and Philosophy of Open Science.

In the winter of 2016, we invited a varied international group to engage with these topics at the University of Helsinki, Finland. Our aim was a critical assessment of the defining features, underlying narratives, and overall objectives of the contemporary open science movement.

The event brought together contemporary open science scholars, publishers, and advocates to discuss the philosophical foundations and historical roots of openness in academic research.

The eight sessions combined historical views with more contemporary perspectives on topics such as transparency, reproducibility, collaboration, publishing, peer review, research ethics, as well as societal impact and engagement.

We gathered together expert panelists and 15 invited speakers who have published extensively on these topics, which allowed us to engage in a thorough and multifaceted discussion.

Together with our involved audience we charted the role and foundations of openness of research in our time, considered the accumulation and dissemination of scientific knowledge, and debated the various technical, legal, and ethical challenges of the past and present.

In this article, we provide an overview of the topics covered at the conference as well as individual video interviews with each speaker. In addition to this, all the talks were recorded and they are offered here as an openly licensed community resource in both video and audio form.

A reputation economy: how individual reward considerations trump systemic arguments for open access to data

Open access to research data has been described as a driver of innovation and a potential cure for the reproducibility crisis in many academic fields. Against this backdrop, policy makers are increasingly advocating for making research data and supporting material openly available online.

Despite its potential to further scientific progress, widespread data sharing in small science is still an ideal practised in moderation. In this article, we explore the question of what drives open access to research data using a survey among 1564 mainly German researchers across all disciplines.

We show that, regardless of their disciplinary background, researchers recognize the benefits of open access to research data for both their own research and scientific progress as a whole. Nonetheless, most researchers share their data only selectively.

We show that individual reward considerations conflict with widespread data sharing. Based on our results, we present policy implications that are in line with both individual reward considerations and scientific progress.

Towards certified open data in digital service ecosystems

The opportunities of open data have been recently recognized among companies in different domains. Digital service providers have increasingly been interested in the possibilities of innovating new ideas and services around open data.

Digital service ecosystems provide several advantages for service developers, enabling the service co-innovation and co-creation among ecosystem members utilizing and sharing common assets and knowledge.

The utilization of open data in digital services requires new innovation practices, service development models, and a collaboration environment. These can be provided by the ecosystem. However, since open data can be almost anything and originate from different kinds of data sources, the quality of data becomes the key issue.

The new challenge for service providers is how to guarantee the quality of open data. In the ecosystems, uncertain data quality poses major challenges. The main contribution of this paper is the concept of the Evolvable Open Data based digital service Ecosystem (EODE), which defines the kinds of knowledge and services that are required for validating open data in digital service ecosystems.

Thus, the EODE provides business potential for open data and digital service providers, as well as other actors around open data. The ecosystem capability model, knowledge management models, and the taxonomy of services to support the open data quality certification are described.

Data quality certification confirms that the open data is trustworthy and its quality is good enough to be accepted for the usage of the ecosystem’s services. The five-phase open data quality certification process, according to which open data is brought to the ecosystem and certified for the usage of the digital service ecosystem members using the knowledge models and support services of the ecosystem, is also described.

The initial experiences of the still ongoing validation steps are summarized, and the concept limitations and future development targets are identified.
