Publishing Service in Times of Crisis: A Case Study of the Academic Library’s Contribution to the New Knowledge Dissemination

Introduction

Academic libraries play an important role in scholarly communication and the dissemination of new knowledge about the state of science in their educational institutions. The article presents a case study of the contribution of the library of Kyiv National University of Culture and Arts (Ukraine) to the university’s publishing program, which includes the publication of 10 peer-reviewed open access journals, monographs, and conference proceedings.

Description of Service

It is found that the library’s publishing house edited 598 scientific works, including 107 monographs/textbooks and 115 conference proceedings. To promote the publishing program and scientific journals, a digital interactive project of 12+ Books of the Year was developed. Visualisation of information about the results of the library’s publishing activity has made scientific communication instant and universal.

The article adds to the list of references on library publishing services; explores the evolution and range of publishing services; identifies the factors that have influenced library publishing in the crisis times of COVID-19 and martial law. The article can be useful for librarians-practitioners involved in library publishing.

Next steps

In the future, the research library will continue to facilitate production and post-production publishing processes and promote the university’s publishing program. It is also intended to intensify the library’s participation in the system of formal scholarly and scientific communication, to increase publication activity as an impact factor of university journals, and citation of articles.

The Economics of Open Science and Ukraine’s Prospective Place in It

This article presents the evaluation of the factors influencing the adoption of Open Access (OA) within the Open Science (OS) paradigm, utilizing statistical dynamics of OA publications across EU countries from 2000 to 2022.

The study employs econometric modeling to test a set of hypotheses regarding the percentage of articles in OA, including: the proportion of freely accessible research outputs; the regulatory impact of OA declarations; state-driven OA publication; overall scientific development fostering collaboration; OA rates among top universities; young researchers engagement; and internet penetration as a facilitator of OA dissemination.

The analysis reveals the growth trajectory in dynamics of OA. The EU model forecasts an increase in the percentage of OA articles from approximately 50% in 2022 to 70% by 2030, contingent on sustained investment and policy alignment.

These hypotheses form a model initially developed for EU countries, providing a framework to assess Ukraine’s academic publishing landscape and its evolving position within OS. A SWOT and PESTLE analysis is conducted to evaluate the financing of Ukrainian science, identifying the broader implications of OA implementation.

Prospects for Ukraine’s integration into the OS paradigm are outlined, emphasizing the necessity of overcoming unique challenges such as war-related disruptions.

APC waivers and Ukraine’s publishing output in Gold OA journals: Evidence from five commercial publishers

This study examines the effect of article processing charge (APC) waivers on the participation of Ukrainian researchers in fully Gold Open Access (Gold OA) journals published by the five largest academic publishers – Elsevier, SAGE, Springer Nature, Taylor & Francis, and Wiley – during the period 2019-2024.

These publishers were selected because, in response to the full-scale war launched against Ukraine in 2022, all five introduced emergency 100% APC-waiver policies for Ukrainian authors. Using bibliometric data from the Web of Science Core Collection, the study analyses publication trends in Ukrainian-authored articles in fully Gold OA journals of these publishers before and after 2022.

The results show a marked post-2022 increase in Ukraine’s Gold OA output, particularly in journals published by Springer Nature and Elsevier. Disciplinary and publisher-specific patterns are evident, with especially strong growth in the medical and applied sciences. The findings underscore the potential of targeted support measures during times of crisis, while also illustrating the inherent limitations of APC-based publishing models in fostering equitable scholarly communication.

Evaluation and impact of descriptive metadata on academic event management in Ukraine: A quantitative study

Objective

The study aims to understand the impact of descriptive metadata in academic events. It focuses on the need for analytical frameworks that take into account the characteristics of the events and the interests of the participants.

Design/Methodology/Approach

The article focuses on academic event management and metadata quality based on user
preferences and feedback. It conducted a survey among Ukrainian organizers and scholars between August and October 2022, analyzing the responses of 1,270 participants using descriptive statistics and qualitative analysis in RStudio.

Results/Discussion

The survey showed that most (over 84%) of organizers and academics are dissatisfied with the quality of metadata, with a third rating it as very bad. Frequent errors in metadata emphasized the need for better management, including a preference for using identifiers like ORCID and DOI and a preference for open access to information about academic events.

Conclusions

The results highlight the importance of developing specialized tools for metadata management and standardization of metadata elements in Ukraine to facilitate organization and participation in academic events at national and international levels.

Originality/Value

The study makes an important contribution to the understanding of descriptive metadata management in academic events in Ukraine, suggesting ways to improve efficiency in this area.

Challenges of Open Science: Problems of Metadata Research and Analysis of Scientometric Indicators of Scientists (Experience of the Scientific Library of Yaroslav Mudryi National Law University)

Objective

The scientific publication aims to analyze the development of open science based on international and national experience, as well as to show efforts of the National Law University in the direction of promotion of open science and management of metadata related to scientometrics indicators of scientists.

Methods

To attain the indicated objective, theoretical methods of scientific research were used: literature analysis and systematic approach.

Results

The result of this research is systematization of scientometrics services developed by the Scientific Library of Yaroslav Mudryi National Law University to inform scientists about their scientometric indicators that reflect publication activity in the two main international scientometric databases Scopus and Web of Science.

Conclusions

It is important to promote open science in university repositories, which are one of the services that manage metadata.

An Analysis of Digital Library Publishing Services in Ukrainian Universities

Objective – The objective of this study was to assess the current state of digital library publishing (DLP) in university libraries in the Ukraine. The study was conducted in the hopes of gaining a better understanding of the DLP landscape, namely institutional operations, as well as their varying publishing initiatives, processes, and scope.

Methods

The current study was conducted from January to June 2017 using a mixed methods approach, involving semi-structured interviews and an online questionnaire. Semi-structured interviews were conducted (n = 11) to gain insight into participants’ experiences with DLP.

The interviews helped in the creation of the questions included in our online questionnaire. The questionnaire was distributed to 195 representatives (directors and leading specialists) of university libraries in the Ukraine. Replies were received from 111 of those institutions.

The questionnaire consisted of 11 open- and closed-ended questions to allow the researchers to obtain a holistic picture of the process under investigation.

Results

Analysis of the 111 questionnaires showed that for 26 libraries, DLP services were performed by employees of a separate structural unit of the library. For 34 libraries, employees of various departments were involved in performing certain types of services.

The other 40 respondents’ libraries were planning to do this in the near future. Only 11 respondents replied that they did provide DLP services now nor planned to in the future. Among the libraries providing DLP services, the following results were observed: 54 of 60 work with digital repositories, 47 provide digital publishing platforms for journals, 26 provide digital publishing platforms for books, and 23 provide digital publishing platforms for conferences.

Conclusions

The results obtained indicate a growing trend of expanding digital services in university libraries to support study, teaching, and research. Despite the still spontaneous, chaotic, and poorly explored nature of the development of the library publishing movement in the university libraries of the Ukraine, the readiness of librarians to implement publishing activities is notable.

At the same time, the survey results point to specific aspects, such as organizational, economic, personnel, and motivational, that require further study.

Evaluation of research activities of universities of Ukraine and Belarus: a set of bibliometric indicators and its implementation

Monitoring bibliometric indicators of University rankings is considered as a subject of a University library activity. In order to fulfill comparative assessment of research activities of the universities of Ukraine and Belarus the authors introduced a set of bibliometric indicators.

A comparative assessment of the research activities of corresponding universities was fulfilled; the data on the leading universities are presented. The sensitivity of the one of the indicators to rapid changes of the research activity of universities and the fact that the other one is normalized across the fields of science condition advantage of the proposed set over the one that was used in practice of the corresponding national rankings.
