Industry Collaborations of Research Teams: Are They Penalized or Rewarded in the Grant Evaluation Process?

This paper explores the relationship between the industry collaborations of grant applicant teams and the outcomes of a multistage grant evaluation process.

We studied this relationship by focusing on two possible channels of impact of industry engagement—team diversity (or the diversity effect) and prior collaboration experience (or the experience effect)—and examined their influence on the evaluators’ decision by using the proxies of direct industry engagement (i.e., the involvement of a company-affiliated researcher in the grant applicant team) and indirect industry engagement (i.e., joint publications with a company-affiliated researcher prior to the grant application), respectively.

We analyzed data extracted from the application and reviewed materials of a multidisciplinary, pan-European research funding scheme—European Collaborative Research (EUROCORES)—for the period 2002–2010 and conducted an empirical investigation of its three consecutive grant evaluation stages at the team level.

We found that teams presenting an indirect engagement were more likely to pass the first stage of selection, whereas no significant relationships were found at any of the three evaluation stages for teams presenting a direct engagement.

Our findings point to the heterogeneity of the decision-making process within a multistage grant evaluation scheme and suggest that the policy objective of fostering university–industry collaboration does not significantly impact the funding process.

Science rules! A qualitative study of scientists’ approaches to grant lottery

Using peer review to assess the validity of research proposals has always had its fair share of critics, including a more-than-fair-share of scholars. The debate about this method of assessing these proposals now seems trivial when compared with assessing the validity for granting funding by lottery.

Some of the same scholars have suggested that the way grant lottery was being assessed has made random allocation seem even-handed, less biased and more supportive of innovative research.

But we know little of what researchers actually think about grant lottery and even less about the thoughts of those scientists who rely on funding. This paper examines scientists’ perspectives on selecting grants by ‘lots’ and how they justify their support or opposition.

How do they approach something scientifically that is, in itself, not scientific? These approaches were investigated with problem-centered interviews conducted with natural scientists in Germany.

The qualitative interviews for this paper reveal that scientists in dominated and dominating field positions are, more or less, open to the idea of giving a selection process by lots a try. Nonetheless, they are against pure randomization because from their point of view it is incompatible with scientific principles.

They rather favor a combination of grant lottery and peer review processes, assuming that only under these conditions could randomly allocated funding be an integral and legitimate part of science.

The value of research funding for knowledge creation and dissemination: A study of SNSF Research Grants

This study investigates the effect of competitive project funding on researchers’ publication outputs. Using detailed information on applicants at the Swiss National Science Foundation and their proposal evaluations, we employ a case-control design that accounts for individual heterogeneity of researchers and selection into treatment (e.g. funding).

We estimate the impact of the grant award on a set of output indicators measuring the creation of new research results (the number of peer-reviewed articles), its relevance (number of citations and relative citation ratios), as well as its accessibility and dissemination as measured by the publication of preprints and by altmetrics.

The results show that the funding program facilitates the publication and dissemination of additional research amounting to about one additional article in each of the three years following the funding.

The higher citation metrics and altmetrics by funded researchers suggest that impact goes beyond quantity and that funding fosters dissemination and quality.

Contest models highlight inherent inefficiencies of scientific funding competitions

Scientific research funding is allocated largely through a system of soliciting and ranking competitive grant proposals. In these competitions, the proposals themselves are not the deliverables that the funder seeks, but instead are used by the funder to screen for the most promising research ideas.

Consequently, some of the funding program’s impact on science is squandered because applying researchers must spend time writing proposals instead of doing science. To what extent does the community’s aggregate investment in proposal preparation negate the scientific impact of the funding program?

Are there alternative mechanisms for awarding funds that advance science more efficiently? We use the economic theory of contests to analyze how efficiently grant proposal competitions advance science, and compare them with recently proposed, partially randomized alternatives such as lotteries.

We find that the effort researchers waste in writing proposals may be comparable to the total scientific value of the research that the funding supports, especially when only a few proposals can be funded.

Moreover, when professional pressures motivate investigators to seek funding for reasons that extend beyond the value of the proposed science (e.g., promotion, prestige), the entire program can actually hamper scientific progress when the number of awards is small.

We suggest that lost efficiency may be restored either by partial lotteries for funding or by funding researchers based on past scientific success instead of proposals for future work.

ARL Libraries and Research: Correlates of Grant Funding

While providing the resources and tools that make advanced research possible is a primary mission of academic libraries at large research universities, many other elements also contribute to the success of the research enterprise, such as institutional funding, staffing, labs, and equipment.

This study focuses on U.S. members of the ARL, the Association for Research Libraries. Research success is measured by the total grant funding received by the University, creating an ordered set of categories.

Combining data from the NSF National Center for Science and Engineering Statistics, ARL Statistics, and IPEDS, the primary explanatory factors for research success are examined.

Using linear regression, logistic regression, and the cumulative logit model, the best-fitting models generated by ARL data, NSF data, and the combined data set for both nominal and per capita funding are compared. These models produce the most relevant explanatory variables for research funding, which do not include library-related variables in most cases.

Big Data Refinement

« Big data » has become a major area of research and associated funding, as well as a focus of utopian thinking. In the still growing research community, one of the favourite optimistic analogies for data processing is that of the oil refinery, extracting the essence out of the raw data. Pessimists look for their imagery to the other end of the petrol cycle, and talk about the « data exhausts » of our society.

Obviously, the refinement community knows how to do « refining ». This paper explores the extent to which notions of refinement and data in the formal methods community relate to the core concepts in « big data ». In particular, can the data refinement paradigm can be used to explain aspects of big data processing?

Towards a paradigm for open and free sharing of scientific data on global change science in China

Despite great progress in data sharing that has been made in China in recent decades, cultural, policy, and technological challenges have prevented Chinese researchers from maximizing the availability of their data to the global change science community.

To achieve full and open exchange and sharing of scientific data, Chinese research funding agencies need to recognize that preservation of, and access to, digital data are central to their mission, and must support these tasks accordingly.

The Chinese government also needs to develop better mechanisms, incentives, and rewards, while scientists need to change their behavior and culture to recognize the need to maximize the usefulness of their data to society as well as to other researchers.

The Chinese research community and individual researchers should think globally and act personally to promote a paradigm of open, free, and timely data sharing, and to increase the effectiveness of knowledge development.
