OAPEN Final Report OAPEN started its activities…

OAPEN Final Report :

« OAPEN started its activities on September 1, 2008 and has now completed its project phaseco-funded by the European Commission. The final stage of the project focused on the launch
of the OAPEN Library, usability, and especially sustainability after the project period. The results were presented during the final conference in Berlin in February 2011.

In the future OAPEN will continue as an independent foundation governed by representatives of the participating institutions. The objectives for the foundation are to stimulate further OA
publishing of academic books, to further develop OAPEN as a platform for OA books and to develop a sustainable business model. In the meantime, OAPEN is conducting a number of experiments in Open Access book publishing, in the form of pilot projects. The first pilot is conducted in the Netherlands with support from the Netherlands Organization for Scientific Research (NWO) and the Ministry of Education. For the UK a similar pilot project is being prepared by JISC Collections. »

Communications Strategy (RCS) project. In addition to a strategic overview of developments and issues in the sector, it contains a number of recommendations for further action. It includes:

  • initial results from the RCS‟s recent opinion-gathering activities on attitudes to open access among researchers and senior managers in HEIs
  • comments on some ongoing issues relevant to the open access (OA) agenda
  • suggested approaches to future OA advocacy. »

« The web offers new opportunities for scholars to publish the outcome of their research. One of these new forms is called Enhanced Publications. In an Enhanced Publication different objects and files that has a meaningful and close relation to each other are aggregated on the level of a resource map in witch not only the separate files are described, but also the relation between those files are. An example of an Enhanced Publication is a digital text publication and a dataset on which the publication is based. Preserving these compound entities in the existing infrastructures raises new issues. This article discusses these issues against the background of the Dutch long term preservation infrastructure and organisation. »

Positioning Open Access Journals in a LIS Journal Ranking :

« Academic journal ranking serves as an important criterion for the scholarly community to assess research quality and for librarians to select the best publications for collection development. Because of the complexity of publication behaviors, various approaches have been developed to assist in journal ranking, of which comparing the rates of citation using citation indexes to rate journals has been popularly practiced and recognized in most academic disciplines. ISI’s Journal Citation Reports (JCR) is among the most used rankings, which “offers a systematic, objective means to critically evaluate the world’s leading journals, with quantifiable, statistical information based on citation data.” Yet, citation-based journal rankings, such as JCR, have included few open access journals on their lists. Of these limited OA journals, many were either recently converted into open access or are publicly available with conditions. The relative exclusion of OA journals creates two deficiencies for scholarly communication.First, these rankings may not accurately portray the full picture of journal publications to reflect an on-going advancement in scholarship. Second, they may discourage the open access movement by marginalizing the majority of OA journals. In fact, some OA journals have successfully built reputations, attracting high-quality articles and sizable numbers of citations.

This research is an attempt to add selected OA journals to the journal quality rankings using library and information science (LIS) as an example. It is helpful to detect the position of OA journals in journal rankings so that scholars can recognize the progresses of OA publishing and make active contributions to support the OA movement. Such rankings will also encourage librarians and information professionals to improve the existing library publishing enterprise and make continuous efforts for journal practices. »

Building an Institutional Discovery Layer for Virtual Research Collections :

« University libraries are under pressure to ensure that their strategies and services to support researchers are aligned with the parent organization’s research goals. Important to researchers are not only research information needs — which necessarily underpin their research — but also the discoverability and accessibility of their own research outputs. While libraries have a history of designing discovery systems, new research paradigms are presenting both challenges and opportunities for libraries to reconceptualise such systems within a broader context. This paper describes a nationally funded Australian university initiative to build a research repository which feeds data into both a national research data service and university library discovery tools. Challenges and benefits are discussed. »

« In spring 2010, authors from the University of Massachusetts Amherst conducted a national survey on digital preservation of Institutional Repository (IR) materials among Association of Research Libraries (ARL) member institutions. Examining the current practices of digital preservation of IR materials, the survey of 72 research libraries reveals the challenges and opportunities of implementing digital preservation for IRs in a complex environment with rapidly evolving technology, practices, and standards. Findings from this survey will inform libraries about the current state of digital preservation for IRs. »
