How are academic libraries in Spanish-speaking Latin America responding to new models of scholarly communication and predatory publishing?

The topic of predatory publishing and ways to combat it is garnering considerable attention in many parts of the developed world, where academic librarians are emerging as leaders in this regard. However, less is known about how this phenomenon is playing out in developing regions, including Spanish-speaking Latin America.

This study presents the results of a survey of 104 academic librarians in this region, along with follow-up interviews with seven respondents. The findings reveal that scholarly publishing literacy in general, and predatory publishing in particular, currently has low visibility in this part of the world, although there is growing recognition of and increasing concern about the issue.

Although there is some debate about whether scholarly publishing literacy should be the sole responsibility of the library, many participants agree that the library has a role to play. Moreover, while most of the librarians who participated perceive that they have a solid knowledge of open access, they are less confident in their understanding of predatory practices and are seeking to increase their skills and knowledge in this regard to better support researchers at their institutions.

To address this shortcoming, academic librarians in the region have expressed an interest in receiving training and in participating in international collaborations with other libraries that have already developed resources or programming in this area.

Bringing Policymakers to Science Through Communication: A Perspective From Latin America

Scientific knowledge should be shared beyond academic circles in order to promote science in policymaking. Science communication increases the understanding of how the natural world works and the capacity to make informed decisions.

However, not every researcher has the ability to master the art of communicating, and even less in a clear, concise, and easy to understand language that society representatives appreciate.

Within the huge and extraordinarily diverse Latin American region, science communication has been going on for at least 200 years, when the first science stories appeared in the newspapers, as well as the first science museums and botanical gardens were founded.

Nevertheless, resources are limited, and notably time, which researchers spend mostly in mentoring, ensuring funding, publication of their results and laboratory work, while science journalists are an endangered species.

This perspective article aims at providing some recommendations to build bridges between science and decision-making parties through communication, by exploring how Latin American diplomats and policymakers engage with scientific knowledge.

Decolonizing Scholarly Communications through Bibliodiversity

Diversity is an important characteristic of any healthy ecosystem. In the field of scholarly communications, diversity in services and platforms, funding mechanisms and evaluation measures will allow the ecosystem to accommodate the different workflows, languages, publication outputs and research topics that support the needs of different research communities.

Diversity also reduces the risk of vendor lock-in, which leads to monopolization and high prices. Yet this ‘bibliodiversity’ is undermined by the fact that researchers around the world are evaluated according to journal-based citation measures, which have become the major currency of academic research.

Journals seek to maximize their bibliometric measures by adopting editorial policies that increase citation counts, resulting in the predominance of Northern/Western research priorities and perspectives in the literature, and an increasing marginalization of research topics of more narrow or local nature.

This contribution examines the distinctive, non-commercial approach to open access (OA) found in Latin America and reflects on how greater diversity in OA infrastructures helps to address inequalities in global knowledge production as well as knowledge access.

The authors argue that bibliodiversity, rather than adoption of standardized models of OA, is central to the development of a more equitable system of knowledge production.

Investigating academic library responses to predatory publishing in the United States, Canada and Spanish-speaking Latin America

Purpose

This is a comparative investigation of how university libraries in the United States, Canada and Spanish-speaking Latin America are responding to predatory publishing.

Design/methodology/approach

The Times Higher Education World University Rankings was used to identify the top ten universities from each of the US and Canada, as well as the top 20 Spanish-language universities in Latin America.

Each university library’s website was scrutinized to discover whether the libraries employed scholarly communication librarians, whether they offered scholarly communication workshops, or whether they shared information about scholarly communication on their websites. This information was further examined to determine if it discussed predatory publishing specifically.

Findings

Most libraries in the US/Canada sample employ scholarly communication librarians and nearly half offer workshops on predatory publishing. No library in the Latin America sample employed a scholarly communication specialist and just one offered a workshop addressing predatory publishing.

The websites of the libraries in the US and Canada addressed predatory publishing both indirectly and directly, with US libraries favoring the former approach and Canadian libraries tending towards the latter. Predatory publishing was rarely addressed directly by the libraries in the Latin America sample; however, all discussed self-archiving and/or Open Access.

Research limitations/implications

Brazilian universities were excluded owing to the researchers’ language limitations. Data were collected between September 15 and 30, 2019, so it represents a snapshot of information available at that time.

The study was limited to an analysis of library websites using a fixed set of keywords, and it did not investigate whether other campus units were involved or whether other methods of informing researchers about predatory publishing were being used.

Originality/value

The study reveals some best practices leading to recommendations to help academic libraries combat predatory publishing and improve scholarly publishing literacy among researchers.

Repositories for academic products/outputs: Latin American and Chilean visions

Open access policies have been progressing since the beginning of this century. Important global initiatives, both public and private, have set the tone for what we understand by open access.

The emergence of tools and web platforms for open access (both legal and illegal) have placed the focus of the discussion on open access to knowledge, both for academics and for the general public, who finance such research through their taxes, particularly in Latin America.

This historically unnoticed discussion must, we believe, be discussed publicly, given the characteristics of the Latin American scientific community, as well as its funding sources.

This article includes an overview of what is meant by open access and describes the origins of the term, both in its philosophical sense and in its practical sense, expressed in the global declarations of Berlin and Bethesda.

It also includes the notion of open access managed (or not) by some reputable institutions in Chile, such as CONICYT (National Commission for Scientific and Technological Research) and higher education institutions reputed nationally, such as the Universdad de Chile and Pontificia Universidad Católica de Chile. Various Latin American initiatives related to open access (Scielo, Redalyc, among others) are described, as well as the presence of Chilean documents in those platforms.

The national institutional repositories are listed, as well as their current status and a discussion about what open access has implied in Latin America and its importance for the replicability of the investigations carried out locally.

Finally, we describe some governmental initiatives (mainly legislative) at the Latin American level and propose some recommendations regarding the promotion and implementation of repositories for the access to scientific data (for access and replication purposes) of the national research.

Plan S in Latin America: A precautionary note

Latin America has historically led a firm and rising Open Access movement and represents the worldwide region with larger adoption of Open Access practices.

Argentina has recently expressed its commitment to join Plan S, an initiative from a European consortium of research funders oriented to mandate Open Access publishing of scientific outputs.

Here we suggest that the potential adhesion of Argentina or other Latin American nations to Plan S, even in its recently revised version, ignores the reality and tradition of Latin American Open Access publishing, and has still to demonstrate that it will encourage at a regional and global level the advancement of non-commercial Open Access initiatives.

The End of a Centralized Open Access Project and the Beginning of a Community-Based Sustainable Infrastructure for Latin America: Redalyc.org after Fifteen Years The Open Access ecosystem in Latin America

The Latin American region has an ecosystem where the nature of publication is conceived as the act of making public, of sharing and not as the publishing industry. International, national and institutional contexts have led to a redefinition of a project—Redalyc.org—that begun in 2003 and that has already fulfilled its original mission: give visibility to knowledge generated in Latin America and promote quality of scientific journals.

Nevertheless, it is mandatory to be transformed from a Latin American platform based in Mexico into a community-based regional infrastructure that continues assessing journals quality and providing access to full-text in benefit of journals visibility and free access to knowledge.

A framework that generates technology in favor of the empowerment and professionalization of journal editors, making the editorial task in open access sustainable and that allows Redalyc to sustain itself collectively.

This work describes the first Redalyc’s model, presents the problematic in course and the new business model Redalyc is designing and adopting to operate on.
