Evaluation and Merit-Based Increase in Academia: A Case Study in the First Person

This article provides a reflexive account of the process of defining and implementing a mechanism to evaluate a group of academics in a French higher education institution. The situation is a rather unusual case for France, as the assessed academics are not civil servants but are employed by their university and this evaluation leads to merit-based salary increases.

To improve and implement this strategy was one of the author’s tasks, when she was vice-president for research at the institution in this case.

The article looks at this experience retrospectively, emphasizing three issues of particular relevance in the context of discussions about valuation studies and management proposed in this symposium: (1) the decision to distinguish between different types of profiles and thus categorize, or to apply the same criteria to all; (2) the concrete forms of commensuration to be developed in order to be able to evaluate and rank individuals from different disciplines; (3) the quantification of qualitative appreciation, i.e. their transformation into merit-based salary increases.

The transformative power of values-enacted scholarship

The current mechanisms by which scholars and their work are evaluated across higher education are unsustainable and, we argue, increasingly corrosive. Relying on a limited set of proxy measures, current systems of evaluation fail to recognize and reward the many dependencies upon which a healthy scholarly ecosystem relies.

Drawing on the work of the HuMetricsHSS Initiative, this essay argues that by aligning values with practices, recognizing the vital processes that enrich the work produced, and grounding our indicators of quality in the degree to which we in the academy live up to the values for which we advocate, a values-enacted approach to research production and evaluation has the capacity to reshape the culture of higher education.

A Framework for the Assessment of Research and Its Impacts

This paper proposes a holistic framework for the development of models for the assessment of research activities and their impacts. It distinguishes three dimensions, including in an original way, data as a main dimension, together with theory and methodology.

Each dimension of the framework is further characterized by three main building blocks: education, research, and innovation (theory); efficiency, effectiveness, and impact (methodology); and availability, interoperability, and “unit-free” property (data).

The different dimensions and their nine constituent building blocks are attributes of an overarching concept, denoted as “quality.” Three additional quality attributes are identified as implementation factors (tailorability, transparency, and openness) and three “enabling” conditions (convergence, mixed methods, and knowledge infrastructures) complete the framework.

A framework is required to develop models of metrics. Models of metrics are necessary to assess the meaning, validity, and robustness of metrics. The proposed framework can be a useful reference for the development of the ethics of research evaluation.

It can act as a common denominator for different analytical levels and relevant aspects and is able to embrace many different and heterogeneous streams of literature. Directions for future research are provided.
