A model for initiating research data management services at academic libraries

Background

Librarians developed a pilot program to provide training, resources, strategies, and support for medical libraries seeking to establish research data management (RDM) services. Participants were required to complete eight educational modules to provide the necessary background in RDM.

Each participating institution was then required to use two of the following three elements: (1) a template and strategies for data interviews, (2) a teaching tool kit to teach an introductory RDM class, or (3) strategies for hosting a data class series.

Case Presentation

Six libraries participated in the pilot, with between two and eight librarians participating from each institution. Librarians from each institution completed the online training modules.

Each institution conducted between six and fifteen data interviews, which helped build connections with researchers, and taught between one and five introductory RDM classes.

All classes received very positive evaluations from attendees. Two libraries conducted a data series, with one bringing in instructors from outside the library.

Conclusion

The pilot program proved successful in helping participating librarians learn about and engage with their research communities, jump-start their teaching of RDM, and develop institutional partnerships around RDM services.

The practical, hands-on approach of this pilot proved to be successful in helping libraries with different environments establish RDM services.

The success of this pilot provides a proven path forward for libraries that are developing data services at their own institutions.

Narrowing the Gap Between Publication and Access: Is a Mandate Enough to Get Us Closer?

Changes brought about by the Internet to Scholarly Communication and the spread of Open Access movement, have made it possible to increase the number of potential readers of published research dramatically.

This two-phase study aims, at first, to assert the satisfaction of the potential for increased open access to articles published by authors at the University of Coimbra, in a context when there was no stimulus for the openness of published science other than an institutional mandate set by the University policy on Open Access (“Acesso Livre”).

The satisfaction of the access openness was measured by observing the actual archiving behavior of researchers (either directly or through their agents). We started by selecting the top journal titles used to publish the STEM research of the University of Coimbra (2004-2013) by using Thomson Reuters’ Science Citation Index (SCI). These titles were available at the University libraries or through online subscriptions, some of them in open access (21%).

By checking the journals’ policy at the time regarding self-archiving at the SHERPA/RoMEO service, we found that the percentage of articles in Open Access (OA) could rise to 80% if deposited at Estudo Geral, the Institutional Repository of the University of Coimbra, as prescribed by the Open Access Policy of the University.

As we concluded by verifying the deposit status of every single paper of researchers of the University that published in those journals, this potential was far from being fulfilled, despite the existence of the institutional mandate and favorable editorial conditions.

We concluded, therefore, that an institutional mandate was not sufficient by itself to fully implement an open access policy and to close the gap between publication and access.

The second phase of the study, to follow, will rescan the status of published papers in a context where the Portuguese public funding agency, the Fundação para a Ciência e a Tecnologia, introduced in 2014 a new significant stimulus for open access in science.

The FCT Open Access Policy stipulates that publicly funded published research must be available as soon as possible in a repository of the Portuguese network of scientific repositories, RCAAP, which integrates the Estudo Geral.

Library Subscriptions and Open Access: Highlights from the University of California Negotiations with Elsevier

On February 28, 2019, the University of California (UC) System announced the cancellation of their $50 million journal subscription deal with Elsevier. The impetus behind the UC decision comes from two issues.

Firstly, the increasing costs of journal subscriptions in a landscape where library budgets remain flat. Secondly, the effort to shift the journal publishing model away from subscriptions to a sustainable open access model.

The following paper will provide background on issues with the scholarly communication process, academic library budgets and open access initiatives. Additional information will focus on the impact of journal subscription deals with large commercial publishers (including Elsevier) and highlight UNLV efforts to support open access.

Ten years of AoB PLANTS the open access journal for plant scientists: inception and progress since 2009

AoB PLANTS is a not-for-profit, open access, plant science journal and one of three peer-reviewed journals owned and managed by the Annals of Botany Company. This article explains events and thinking that led to the starting of AoB PLANTS and how the unique features of the Journal came to be formalized prior to its launch in September 2009.

The article also describes how the Journal’s management developed over the first 10 years and summarizes the Journal’s achievements in a decade where open access journals have proliferated despite subscription journals continuing to dominate the publishing of peer-reviewed botanical science.

Over-optimization of academic publishing metrics: observing Goodhart’s Law in action

Background

The academic publishing world is changing significantly, with ever-growing numbers of publications each year and shifting publishing patterns. However, the metrics used to measure academic success, such as the number of publications, citation number, and impact factor, have not changed for decades.

Moreover, recent studies indicate that these metrics have become targets and follow Goodhart’s Law, according to which, “when a measure becomes a target, it ceases to be a good measure.”

Results

In this study, we analyzed >120 million papers to examine how the academic publishing world has evolved over the last century, with a deeper look into the specific field of biology. Our study shows that the validity of citation-based measures is being compromised and their usefulness is lessening.

In particular, the number of publications has ceased to be a good metric as a result of longer author lists, shorter papers, and surging publication numbers. Citation-based metrics, such citation number and h-index, are likewise affected by the flood of papers, self-citations, and lengthy reference lists.

Measures such as a journal’s impact factor have also ceased to be good metrics due to the soaring numbers of papers that are published in top journals, particularly from the same pool of authors.

Moreover, by analyzing properties of >2,600 research fields, we observed that citation-based metrics are not beneficial for comparing researchers in different fields, or even in the same department.

Conclusions

Academic publishing has changed considerably; now we need to reconsider how we measure success.

Altruism or Self-Interest? Exploring the Motivations of Open Access Authors

More than 250 authors at Utah State University published an Open Access (OA) article in 2016. Analysis of survey results and publication data from Scopus suggests that the following factors led authors to choose OA venues: ability to pay publishing charges, disciplinary colleagues’ positive attitudes toward OA, and personal feelings such as altruism and desire to reach a wide audience.

Tenure status was not an apparent factor. This article adds to the body of literature on author motivations and can inform library outreach and marketing efforts, the creation of new publishing models, and the conversation about the larger scholarly publishing landscape.

Impact Assessment of Non-Indexed Open Access Journals: A Case Study

This case study assesses the impact of a small, open-access social sciences journal not included in citation tracking indexes by exploring measures of the journal’s influence beyond the established “impact factor” formula. An analysis of Google Scholar data revealed the journal’s global reach and value to researchers.

This study enabled the journal’s editors to measure the success of their publication according to its professed scope and mission, and to quantify its impact for prospective contributors.

The impact assessment strategies outlined here can be leveraged effectively by academic librarians to provide high-value consultancy for scholar-editors of open access research journals.
