Promoting a culture of openness: Institutional open access policy development and evaluation at a Canadian university

Institutional open access (OA) policies can act as a solid foundation on which to build university-wide support for open access. This is the first paper to reflect on the entire process of developing, implementing, and reviewing an institutional open access policy at a Canadian post-secondary institution.

Simon Fraser University (SFU) is one of a few Canadian universities with an institutional open access policy. As a leader in open access, SFU is well positioned to share observations of our experiences in the first three years of our OA policy.

Throughout this paper, we reflect on the role that the policy plays in the broader culture of openness at SFU and on the OA resources and supports provided to SFU researchers.

Other institutions may find our observations and adoption of the SOAR (strengths, opportunities, aspirations, results) appreciative inquiry framework useful as they explore future policy development or review and work to promote a culture of open access within their university community.

Do authors of research funded by the Canadian Institutes of Health Research comply with its open access mandate?: A meta-epidemiologic study

Background

Since 2008, the Canadian Institutes of Health Research (CIHR) has mandated that studies it funds either in whole or in part are required to publish their results as open access (OA) within 12 months of publication using either online repositories and/or OA journals.

Yet, there is evidence that authors are poorly compliant with this mandate. Specifically, there has been an apparent decrease in OA publication after 2015, which coincides with a change in the OA policy during the same year.

One particular policy change that may have contributed to this decline was lifting the requirement that authors deposit their article in an OA repository immediately upon publication.

We investigated the proportion of OA compliance of CIHR-funded studies in the period before and after the policy change of 2015 with manual confirmation of both CIHR funding and OA status.

Methods and findings

We identified CIHR-funded studies published between the years 2014 to 2017 using a comprehensive search in the Web of Science (WoS). We took a stratified random sample from all four years (i.e. 2014 to 2017), with 250 studies from each year.

Two authors independently reviewed the final full-text publications retrieved from the journal web page to determine to confirm CIHR funding, as indicated in the acknowledgements or elsewhere in the paper.

For each study, we also collected bibliometric data that included citation count and Altmetric attention score Statistical analyses were conducted using two-tailed Fisher’s exact test with relative risk (RR). Among the 851 receiving CIHR funding published from 2014 to 2017, the percentage of CIHR-funded studies published as OA significantly decreased from 79.6% in 2014 to 70.3% in 2017 (RR = 0.88, 95% CI: 0.79–0.99, P = 0.028).

When considering all four years, there was no significant difference in the percentage of CIHR-funded studies published as OA in both 2014 and 2015 compared to both 2016 and 2017 (RR = 0.97, 95% CI: 0.90–1.05, P = 0.493). Additionally, OA publications had significantly higher citation count (both in year of publication and in total) and higher attention scores (P<0.05).

Conclusions

Overall, we found that there was a significant decrease in the proportion of CIHR funded studies published as OA from 2014 compared to 2017, though this difference did not persist when comparing both 2014–2015 to 2016–2017.

The primary limitation was the reliance of self-reported data from authors on CIHR funding status. We posit that this decrease may be attributable to CIHR’s OA policy change in 2015.

Further exploration is warranted to both validate these studies using a larger dataset and, if valid, investigate the effects of potential interventions to improve the OA compliance, such as use of a CIHR publication database, and reinstatement of a policy for authors to immediately submit their findings to OA repositories upon publication.

How faculty define quality, prestige, and impact in research

Despite the calls for change, there is significant consensus that when it comes to evaluating publications, review, promotion, and tenure processes should aim to reward research that is of high “quality,” has an “impact,” and is published in “prestigious” journals.

Nevertheless, such terms are highly subjective and present challenges to ascertain precisely what such research looks like. Accordingly, this article responds to the question: how do faculty from universities in the United States and Canada define the terms quality, prestige, and impact?

We address this question by surveying 338 faculty members from 55 different institutions. This study’s findings highlight that, despite their highly varied definitions, faculty often describe these terms in overlapping ways. Additionally, results shown that marked variance in definitions across faculty does not correspond to demographic characteristics.

This study’s results highlight the need to more clearly implement evaluation regimes that do not rely on ill-defined concepts.

Gender gaps in research productivity and recognition among elite scientists in the U.S., Canada, and South Africa

This study builds upon the literature documenting gender disparities in science by investigating research productivity and recognition among elite scientists in three countries. This analysis departs from both the general comparison of researchers across organizational settings and academic appointments on one hand, and the definition of “elite” by the research outcome variables on the other, which are common in previous studies.

Instead, this paper’s approach considers the stratification of scientific careers by carefully constructing matched samples of men and women holding research chairs in Canada, the United States and South Africa, along with a control group of departmental peers.

The analysis is based on a unique, hand-curated dataset including 943 researchers, which allows for a systematic comparison of successful scientists vetted through similar selection mechanisms.

Our results show that even among elite scientists a pattern of stratified productivity and recognition by gender remains, with more prominent gaps in recognition. Our results point to the need for gender equity initiatives in science policy to critically examine assessment criteria and evaluation mechanisms to emphasize multiple expressions of research excellence.

Investigating academic library responses to predatory publishing in the United States, Canada and Spanish-speaking Latin America

Purpose

This is a comparative investigation of how university libraries in the United States, Canada and Spanish-speaking Latin America are responding to predatory publishing.

Design/methodology/approach

The Times Higher Education World University Rankings was used to identify the top ten universities from each of the US and Canada, as well as the top 20 Spanish-language universities in Latin America.

Each university library’s website was scrutinized to discover whether the libraries employed scholarly communication librarians, whether they offered scholarly communication workshops, or whether they shared information about scholarly communication on their websites. This information was further examined to determine if it discussed predatory publishing specifically.

Findings

Most libraries in the US/Canada sample employ scholarly communication librarians and nearly half offer workshops on predatory publishing. No library in the Latin America sample employed a scholarly communication specialist and just one offered a workshop addressing predatory publishing.

The websites of the libraries in the US and Canada addressed predatory publishing both indirectly and directly, with US libraries favoring the former approach and Canadian libraries tending towards the latter. Predatory publishing was rarely addressed directly by the libraries in the Latin America sample; however, all discussed self-archiving and/or Open Access.

Research limitations/implications

Brazilian universities were excluded owing to the researchers’ language limitations. Data were collected between September 15 and 30, 2019, so it represents a snapshot of information available at that time.

The study was limited to an analysis of library websites using a fixed set of keywords, and it did not investigate whether other campus units were involved or whether other methods of informing researchers about predatory publishing were being used.

Originality/value

The study reveals some best practices leading to recommendations to help academic libraries combat predatory publishing and improve scholarly publishing literacy among researchers.

Showcasing Institutional Research: Curating Library Exhibits to Support Scholarly Communication

INTRODUCTION

To support faculty in communicating their research outcomes to the academic community and the wider public, the Royal Roads University (RRU) Library established Showcase, a physical venue in the library designed to promote institutional research.

While professional literature mainly focuses on the use of library exhibits for outreach and community engagement, more literature is needed on applying museum interpretation practices to the development of library exhibits, and the use of library exhibits for knowledge mobilization of research outcomes and promotion of institutional scholarship to the wider community.

DESCRIPTION OF SERVICE

This article discusses the Royal Roads University Library’s practices to develop the ‘Showcase’ brand by curating research-based exhibits as a scholarly communication initiative to support institutional research dissemination.

It provides a brief description of the Showcase venue and infrastructure. It then describes the processes, challenges, and lessons learned in developing three research exhibits, that is, 1) cultivating faculty partnerships; 2) reformatting academic research to multimedia formats; and 3) integrating technology to showcase scholarship.

NEXT STEPS

It concludes by outlining the next steps for developing this initiative and the practice of curating academic research exhibits.

Why we publish where we do: Faculty publishing values and their relationship to review, promotion and tenure expectations

Using an online survey of academics at 55 randomly selected institutions across the US and Canada, we explore priorities for publishing decisions and their perceived importance within review, promotion, and tenure (RPT).

We find that respondents most value journal readership, while they believe their peers most value prestige and related metrics such as impact factor when submitting their work for publication.

Respondents indicated that total number of publications, number of publications per year, and journal name recognition were the most valued factors in RPT.

Older and tenured respondents (most likely to serve on RPT committees) were less likely to value journal prestige and metrics for publishing, while untenured respondents were more likely to value these factors.

These results suggest disconnects between what academics value versus what they think their peers value, and between the importance of journal prestige and metrics for tenured versus untenured faculty in publishing and RPT perceptions.
