Open Social Knowledge Creation and Library and Archival Metadata

Standardization both reflects and facilitates the collaborative and networked approach to metadata creation within the fields of librarianship and archival studies.

These standards—such as Resource Description and Access and Rules for Archival Description—and the theoretical frameworks they embody enable professionals to work more effectively together.

Yet such guidelines also determine who is qualified to undertake the work of cataloging and processing in libraries and archives. Both fields are empathetic to facilitating user-generated metadata and have taken steps towards collaborating with their research communities (as illustrated, for example, by social tagging and folksonomies) but these initial experiments cannot yet be regarded as widely adopted and radically open and social.

This paper explores the recent histories of descriptive work in libraries and archives and the challenges involved in departing from deeply established models of metadata creation.

Quel avenir pour les Archives de France ? :

« Dans le cadre du Conseil de modernisation des politiques publiques du 30 juin 2010, il a été décidé qu’« un pilotage interministériel des archives serait mis en place, associant tous les départements ministériels concernés et au premier chef les ministères chargés de la culture, de la défense et des affaires étrangères. L’enjeu de ce pilotage renforcé est non seulement de poursuivre la modernisation de la gestion des archives de l’Etat mais aussi de faciliter l’accès à ce patrimoine culturel inestimable et de le diffuser plus largement auprès des chercheurs et de nos concitoyens ». C’est dans ce contexte que M. Maurice Quénet, conseiller d’Etat, a été chargé par le Premier ministre d’étudier les modalités de mise en oeuvre de ce chantier. L’enjeu de la mission était d’apporter des réponses aux six questions suivantes : quelle est la situation actuelle en matière d’archives de l’Etat ? Quelle forme doit prendre l’instance de pilotage interministériel ? Comment optimiser la gestion des fonds d’archives par les différents ministères ? Comment créer une plate-forme interministérielle d’archivage numérique ? Comment créer un portail d’accès unifié aux ressources archivistiques numérisées ? Comment valoriser le patrimoine culturel que constituent les fonds d’archives ? »

Pushing Libraries and Archives to the Edge of the Law :
« The ability to digitize hard copies, the proliferation of born digital content, and access to online distribution holds the promise of improved access to archival materials. Despite these advances, libraries and archives are increasingly hindered in providing this access by the legal issues surrounding their collections. However, this unfortunate problem can be resolved with a mixture of good policy, careful action, clarification of uncertain legal implications, and a reliance on the protections afforded to libraries and archives by the law.
This paper explores the legal issues faced by archivists and librarians in digitizing and distributing their materials. Through a discussion of current archiving practices, this paper walks readers though the relevant sections of the copyright act, as well as other implicated areas of the law. By showing potential sites of legal conflict, engaging difficulties with seeking permission to use library and archival content, and suggesting areas where archivists can push the boundaries of their rights more aggressively, this paper provides a glimpse of the legal landscape surrounding digital archiving, and offers suggestions on how to successfully navigate it. It is my sincere hope that this effort can empower librarians and archivists to make full use of their collections, to assert the full scope of their rights under the law, and to become advocates helping to shape the national discussion over the future of digital collections. »
