The FAO Open Archive

Since 1998, the Food and Agriculture Organization of the United Nations (FAO) has been publishing its electronic publications in the FAO Corporate Document Repository (CDR). The electronic publishing workflow is maintained by the Electronic Information Management System (EIMS). The EIMS-CDR holds more than 38 500 documents and is the gateway to FAO’s publications. The EIMS-CDR coexists with the FAODOC – the online catalogue for documents produced by FAO. FAODOC catalogues and indexes both electronic and printed documents while the EIMS-CDR manages full text documents and a minimal set of metadata. This paper discusses the merger of the EIMS-CDR and the FAODOC into a unique FAO Open Archive based on the integration of the electronic publishing and the bibliographic cataloguing requirements.

The FAO Open Archive will be the foundation for the collection, management, maintenance and timely dissemination of material published by FAO. To improve the effectiveness of the proposed repository, it is necessary to streamline the current electronic publishing workflow. The merger of the EIMS-CDR and the FAODOC will strengthen FAO’s role as a knowledge dissemination organization. Especially, as one of the principal tasks of the FAO is to efficiently collect and disseminate information regarding food, nutrition, agriculture, fisheries and forestry.

Les nouvelles formes d’évaluation scientifique : quelles évolutions en sciences, technique et médecine ?

Dès 1960, l’Institute for Scientific Information (I.S.I.) de Philadelphie, sous l’impulsion d’Eugen Garfield, a mis en œuvre le Science Citation Index (S.C.I) pour l’évaluation des auteurs, suivi en 1975 par le Journal Citation Reports (J.C.R.) pour celle des revues.

Au terme d’une analyse critique de ce modèle, nous envisagerons de nouvelles approches : l’algorithme mis au point sur le site Citebase par les équipes de S.Harnad à Southampton (G.-B.) et T.Brody à Cornell (Ithaca, N.-Y.) sur le miroir britannique d’ArXiv.org. (l’un des plus importants sites mondiaux d’archives ouvertes scientifiques) Scholar Google, avatar du moteur généraliste standard lancé sur le Net en novembre 2004 deux alternatives récentes à la définition d’un facteur d’impact proposées par J.E. Hirsch (facteur h lié à la production individuelle d’un chercheur) et l’équipe de J. Bollen (Journal Status) ; donc sur les Auteurs d’une part et les Sources de l’autre le modèle du ” collectif ” Faculty of 1000 dans les domaines biomédicaux.

Son originalité par rapport aux précédents réside dans le primat de l’évaluation “humaine” qualitative sur le principe statistique de la citation. Après un essai de typologie des comités de lecture et des usages en cours dans les différentes disciplines scientifiques, on conclura sur la nécessité d’explorer rapidement la voie d’un nouvel outil d’évaluation libre d’accès, dont les règles seraient clairement définies, tant au niveau de la couverture qu’à celui des critères d’analyse qualitative et statistique.

“Les différentes modalités d’évaluation, “classiques” et en émergence, des publications scientifiques: les modalités traditionnelles de l’évaluation des revues : “facteur d’impact” du JCR, associé à l’évaluation individuelle du SCI (Science Citation Index)… ; mécanismes, acteurs, importance, enjeux… de l’évaluation standard de la littérature scientifique. les nouvelles modalités d’évaluation de l’impact des revues et publications : par les moteurs de recherche (Google Scholar), sur les entrepôts en Open Access (CiteBase et autres statistiques sur les archives ouvertes, revues en ligne…), les enquêtes et autres recensements disciplinaires (CNRS, Faculty of 1000) etc. ; les figures, les modalités, les enjeux, mais aussi les problèmes posés par ces nouvelles formes d’évaluation et par la généralisation de “l’indice de notoriété” comme critère dominant de l’évaluation.”

“IT based research environments with an integrated repository component environments are increasingly important in research. While grid technologies and its relatives used to draw most attention, the e-Infrastructure community is now often looking to the repository and preservation communities to learn from their experiences. After all, trustworthy data-management and concepts to foster the agenda for data-intensive research are among the key requirements of researchers from a great variety of disciplines.

The WissGrid project aims to provide cross-disciplinary data curation tools for a grid environment by adapting repository concepts and technologies to the existing D-Grid e Infrastructure. To achieve this, it combines existing systems including Fedora, iRODS, DCache, JHove, and others. WissGrid respects diversity of systems, and aims to improve interoperability of the interfaces between those systems.”

Curation Micro-Services: A Pipeline Metaphor for Repositories :

“The effective long-term curation of digital content requires expert analysis, policy setting, and decision making, and a robust technical infrastructure that can effect and enforce curation policies and implement appropriate curation activities. Since the number, size, and diversity of content under curation management will undoubtedly continue to grow over time, and the state of curation understanding and best practices relative to that content will undergo a similar constant evolution, one of the overarching design goals of a sustainable curation infrastructure is flexibility. In order to provide the necessary flexibility of deployment and configuration in the face of potentially disruptive changes in technology, institutional mission, and user expectation, a useful design metaphor is provided by the Unix pipeline, in which complex behavior is an emergent property of the coordinated action of a number of simple independent components. The decomposition of repository function into a highly granular and orthogonal set of independent but interoperable micro-services is consistent with the principles of prudent engineering practice. Since each micro-service is small and self-contained, they are individually more robust and collectively easier to implement and maintain. By being freely interoperable in various strategic combinations, any number of micro-services-based repositories can be easily constructed to meet specific administrative or technical needs. Importantly, since these repositories are purposefully built from policy neutral and protocol and platform independent components to provide the function minimally necessary for a specific context, they are not constrained to conform to an infrastructural monoculture of prepackaged repository solutions. The University of California Curation Center has developed an open source micro-services infrastructure that is being used to manage the diverse digital collections of the ten campus University system and a number of non-university content partners. This paper provides a review of the conceptual design and technical implementation of this micro-services environment, a case study of initial deployment, and a look at ongoing micro-services developments.”
