Data Sharing by Scientists: Practices and Perceptions

Background

Scientific research in the 21st century is more data intensive and collaborative than in the past. It is important to study the data practices of researchers – data accessibility, discovery, re-use, preservation and, particularly, data sharing. Data sharing is a valuable part of the scientific method allowing for verification of results and extending research from prior results.

Methodology/Principal Findings

A total of 1329 scientists participated in this survey exploring current data sharing practices and perceptions of the barriers and enablers of data sharing. Scientists do not make their data electronically available to others for various reasons, including insufficient time and lack of funding. Most respondents are satisfied with their current processes for the initial and short-term parts of the data or research lifecycle (collecting their research data; searching for, describing or cataloging, analyzing, and short-term storage of their data) but are not satisfied with long-term data preservation.

Many organizations do not provide support to their researchers for data management both in the short- and long-term. If certain conditions are met (such as formal citation and sharing reprints) respondents agree they are willing to share their data. There are also significant differences and approaches in data management practices based on primary funding agency, subject discipline, age, work focus, and world region.

Conclusions/Significance

Barriers to effective data sharing and preservation are deeply rooted in the practices and culture of the research process as well as the researchers themselves. New mandates for data management plans from NSF and other federal agencies and world-wide attention to the need to share and preserve data could lead to changes. Large scale programs, such as the NSF-sponsored DataNET (including projects like DataONE) will both bring attention and resources to the issue and make it easier for scientists to apply sound data management principles.

“With the rise of electronic publishing and the inherent paradigm shifts for so many other scientific endeavours, it is time to consider a change in the practices of scholarly publication in Ecology and Evolutionary Biology. To facilitate the speed and quality of science, the future of scholarly communication will rest on four pillars – an ecosystem of scholarly products, immediate and open access, open peer review, and full recognition for participating in the process. These four pillars enable us to build better tools to facilitate the discovery of new relevant work for individual scientists, one of the greatest challenges of our time as we cope with the current deluge of scientific information. By incorporating these principles into future publication platforms, we argue that science and society will be better served than by remaining locked into a publication formula that arose in the 1600s. It has served its purpose admirably and well, but it is time to move forward. With the rise of the Internet, scholarly publishing has embraced electronic distribution. But the tools afforded by the Internet and other advancing technologies have profound implications for scholarly communication beyond just distribution. We argue that, to best serve science, the process of scholarly communication must embrace these advances and evolve. Here we consider the current state of the process in ecology and evolutionary biology and propose directions for change. We identify four pillars for the future of scientific communication: (1) an ecosystem of scholarly products; (2) immediate and open access; (3) open peer review; and (4) full recognition for participating in the process. These four pillars will guide the development of better tools and practices for discovering and sharing scientific knowledge in a modern networked world. Things were far different when the existing system arose in the 1600s, and though it has served its purpose admirably and well, it is time to move forward.”

“In the context of education, “open(ness)” has become the watermark for a fast growing number of learning materials and associated platforms and practices from a variety of institutions and individuals. Open Educational Resources (OER), Massive Open Online Courses (MOOC), and more recently, initiatives such as Coursera are just some of the forms this movement has embraced under the “open” banner. Yet, ongoing calls to discuss and elucidate the “meaning” and particularities of openness in education point to a lack of clarity around the concept. “Open” in education is currently mostly debated in the context of the technological developments that allowed it to emerge in its current forms. More in-depth explorations of the philosophical underpinnings are moved to the backstage. Therefore, this paper proposes a historical approach to bring clarity to the concept and unmask the tensions that have played out in the past. It will then show how this knowledge can inform current debates around different open initiatives.”

Are elite journals declining? :

“Previous work indicates that over the past 20 years, the highest quality work have been published in an increasingly diverse and larger group of journals. In this paper we examine whether this diversification has also affected the handful of elite journals that are traditionally considered to be the best. We examine citation patterns over the past 40 years of 7 long-standing traditionally elite journals and 6 journals that have been increasing in importance over the past 20 years. To be among the top 5% or 1% cited papers, papers now need about twice as many citations as they did 40 years ago. Since the late 1980s and early 1990s elite journals have been publishing a decreasing proportion of these top cited papers. This also applies to the two journals that are typically considered as the top venues and often used as bibliometric indicators of “excellence”, Science and Nature. On the other hand, several new and established journals are publishing an increasing proportion of most cited papers. These changes bring new challenges and opportunities for all parties. Journals can enact policies to increase or maintain their relative position in the journal hierarchy. Researchers now have the option to publish in more diverse venues knowing that their work can still reach the same audiences. Finally, evaluators and administrators need to know that although there will always be a certain prestige associated with publishing in “elite” journals, journal hierarchies are in constant flux so inclusion of journals into this group is not permanent.”

“Digital libraries, designed to serve people and their information needs in the same way as traditional libraries, present distinct advantages over brick and mortar facilities: elimination of physical boundaries, round-the-clock access to information, multiple access points, networking abilities, and extended search functions. As a result, they should be especially well-suited for the disadvantaged. However, minorities, those affected by lower income and education status, persons living in rural areas, the physically disabled, and developing countries as a whole consistently suffer from a lack of accessibility to digital libraries. This paper evaluates the effectiveness and relevance of digital libraries currently in place and discusses what could and should be done to improve accessibility to digital libraries for the disadvantaged.”

“While the EU is building an open access infrastructure of archives (e.g. OpenAIRE) and it is trying to implement it in the Horizon 2020 program, the gap between the tools and the human beings – researchers, citizen scientists, students, ordinary people – is still wide. The necessity to dictate open access publishing as a mandate for the EU funded research – ten years after the BOAI – is an obvious symptom of it: there is a chasm between the net and the public use of reason. To escalate the advancement and the reuse of research, we should federate the multitude of already existing open access journals in federal open overlay journals that receive their contents from the member journals and boost it with their aggregation power and their semantic web tools. The article contains both the theoretical basis and the guidelines for a project whose goals are:
1. making open access journals visible, highly cited and powerful, by federating them into wide disciplinary overlay journals;
2. avoiding the traps of the “authors pay” open access business model, by exploiting one of the virtue of federalism: the federate journals can remain little and affordable, if they gain visibility from the power of the federal overlay journal aggregating them;
3. enriching the overlay journals both through semantic annotation tools and by means of open platforms dedicated to host ex post peer review and experts comments;
4. making the selection and evaluation processes and their resulting data as much as possible public and open, to avoid the pitfalls (e. g, the serials price crisis) experienced by the closed access publishing model. It is about time to free academic publishing from its expensive walled gardens and to put to test the tools that can help us to transform it in one open forest, with one hundred flowers – and one hundred trailblazers.”

Common Errors in Ecological Data Sharing :

Objectives: (1) to identify common errors in data organization and metadata completeness that would preclude a “reader” from being able to interpret and re-use the data for a new purpose; and (2) to develop a set of best practices derived from these common errors that would guide researchers in creating more usable data products that could be readily shared, interpreted, and used.
Methods: We used directed qualitative content analysis to assess and categorize data and metadata errors identified by peer reviewers of data papers published in the Ecological Society of America’s (ESA) Ecological Archives. Descriptive statistics provided the relative frequency of the errors identified during the peer review process.
Results: There were seven overarching error categories: Collection & Organization, Assure, Description, Preserve, Discover, Integrate, and Analyze/Visualize. These categories represent errors researchers regularly make at each stage of the Data Life Cycle. Collection & Organization and Description errors were some of the most common errors, both of which occurred in over 90% of the papers.
Conclusions: Publishing data for sharing and reuse is error prone, and each stage of the Data Life Cycle presents opportunities for mistakes. The most common errors occurred when the researcher did not provide adequate metadata to enable others to interpret and potentially re-use the data. Fortunately, there are ways to minimize these mistakes through carefully recording all details about study context, data collection, QA/ QC, and analytical procedures from the beginning of a research project and then including this descriptive information in the metadata.”
