The Diamond Model of Open Access Publishing: Why Policy Makers, Scholars, Universities, Libraries, Labour Unions and the Publishing World Need to Take Non-Commercial, Non-Profit Open Access

This reflection introduces a new term to the debate on open access publishing: diamond open access (DOA) publishing. The debate on open access is a debate about the future of academia.

We discuss the problems of for-profit academic publishing, such as monopoly prices and access inequalities and point at the limits of contemporary perspectives on open access as they are frequently advanced by the publishing industry, policy makers and labour unions.

The article introduces a public service and commons perspective that stresses the importance of fostering and publicly supporting what we term the model of diamond open access.

It is a non-profit academic publishing model that makes academic knowledge a common good, reclaims the common character of the academic system and entails the possibility for fostering job security by creating public service publishing jobs.

Existing concepts such as “gold open access” have serious conceptual limits that can be overcome by introducing the new term of diamond open access. The debate on open access lacks visions and requires social innovations.

This article is a policy intervention and reflection on current issues related to open access (OA) publishing. It reflects on the following questions:

  • What should the role of open access be in the future of academic publishing and academia?
  • How should the future of academic publishing and academia look like?
  • Which reforms of academic policy making are needed in relation to open access publishing?

We want to trigger a new level of the open access debate. We invite further reflections on these questions by academics, policy makers, publishers, publishing workers, labour unions, open access publishing associations, editors and librarians.

Public Libraries in the Knowledge Society: Core Services of Libraries in Informational World Cities

Informational Cities are the prototypical spaces of the knowledge society. Public libraries play an important role as parts of the digital, smart, knowledge and creative infrastructures of these Informational Cities. Libraries have economic value as location factors in the two spaces of Informational Cities, the physical and the digital. For this reason, we divided the library services into two main groups, namely the digital library and the physical library.

For 31 specified Informational World Cities, we empirically analyzed the core services of their public libraries via content analysis of the libraries’ Web pages. Additionally, we studied these libraries’ social media activities. Many libraries provide free e-resources (above all, e-books, e-journals and bibliographical databases) to their customers.

Libraries offer digital reference services, mainly via e-mail and Web forms. Their presence in social media is dominated by posts on Facebook and Twitter. Nearly all public libraries we analyzed represent attractive architectural landmarks in their region. Besides offering spaces for children, the libraries provide rooms for learning and getting together and, to a lesser degree, modular working spaces. Most libraries provide Wi-Fi inside their buildings; more than half of those we investigated work with RFID technology.

The prototypical public library in the knowledge society has two core services: (1) to support citizens, companies and administrations in their city and region with digital services, namely e-resources as well as reference services, and to communicate with their customers via social media; and (2) to provide physical spaces for meeting, learning and working, as well as areas for children and other groups, in a building that is a landmark of the city.

Multidimensional Journal Evaluation of PLOS ONE PLOS

“PLOS ONE (formerly PLoS ONE) is an international open access online journal published by the Public Library of Science. The periodical covers all science and medicine categories and has published as many as 28,852 documents from 2007 to 2011. PLOS ONE will be used to show the range of journal metrics and informetric methods regarding validity, practicability and informative value. To assess this data as specifically as possible and to address all relevant factors, the evaluation is split into five dimensions, each of which involves distinct metrics. The five dimensions are journal output, journal content, journal perception, journal citations and journal management. Each of them is pointed out in the process of the analyses, and all significant evaluation results are presented. The results show that PLOS ONE has experienced an enormous development. Because of a relatively low rejection rate of 31%, its openness towards a multitude of different research areas, an internationally large peer review community, and its open access, a plurality of documents can be published in comparison with a print-journal or other online periodicals. The results of the evaluation indicate that PLOS ONE should be assessed from numerous perspectives because there are a variety of indicators beyond the impact factor that can be made use of in order to evaluate exhaustively the standing of the journal as well as its prestige and impact.”

“Library faculty at the City University of New York (CUNY) have engaged in promoting and advocating for open access publishing at each of our campuses as well as across the University. Inspired by the passing of a faculty senate resolution in support of the creation of an open access institutional repository and associated policies, many CUNY librarians felt the need to raise their level of commitment. In this article, the authors—four library faculty members and one faculty member from outside the library—share their experiences creating and approving open access policies in the library departments of four CUNY schools and promoting open access beyond the libraries. They offer practical advice and guidance for other librarians and faculty seeking to encourage the embrace of open access publishing in departments or other sub-institutional contexts.”

“As the scholarly communication system continues to evolve, academic librarians should take an active role in both developing their own knowledge and educating their campus communities about emergent topics. At Furman University, librarians developed an outreach program, aimed primarily at faculty, to increase awareness of current scholarly communication issues. Expert speakers were recruited to present throughout the year on open access, altmetrics, author’s rights, and other relevant topics. This program addressed a number of needs simultaneously—outreach to faculty; education for Furman librarians; and education for the greater library community—and affirmed the importance of providing opportunities to discuss these issues beyond the libraries. The program also further established Furman University Libraries’ role in educating and guiding its campus community through changes in scholarly communication models and practices.”

“Né dans les années 1980 de la révolte de hackers contre la privatisation du code informatique, le mouvement du logiciel libre ne semblait pas destiné à renouveler nos imaginaires politiques. Les valeurs et les pratiques du Libre ont pourtant gagné d’autres domaines, dessinant peu à peu une véritable « utopie concrète ». Celle-ci a fait sienne plusieurs exigences : bricoler nos technologies au lieu d’en être les consommateurs sidérés, défendre la circulation de l’information contre l’extension des droits de propriété intellectuelle, lier travail et réalisation de soi en minimisant les hiérarchies. De GNU/Linux à Wikipédia, de la licence GPL aux Creative Commons, des ordinateurs aux imprimantes 3D, ces aspirations se sont concrétisées dans des objets techniques, des outils juridiques et des formes originales de collaboration qui nourrissent aujourd’hui une sphère des communs propre à encourager l’inventivité collective. Library as Scholarly Publishing Partner: Keys to Success

“Many academic libraries are looking at new ways to add value when they deliver services to faculty, and one potential area where the library can provide new services is in partnering with academic staff to support the dissemination of faculty research. Librarians have traditionally helped faculty researchers at the beginning of the research cycle, with the discovery and delivery of information sources. However, they are now playing a role at the end of the research cycle, providing services that support scholarly publishing. This paper examines library participation in faculty-led publishing ventures. In particular, it explores the value that smaller research libraries can provide to faculty editors through journal hosting, which will be analysed through an examination of the successful migration of the Australian Journal of Teacher Education, a faculty-administered journal at Edith Cowan University in Perth, Western Australia, to the University’s institutional repository. This transition provided library staff members at Edith Cowan University opportunities to develop new knowledge and skills in journal publishing, while meeting the journal’s need for a better way to manage a growing influx of article submissions. The resultant faculty-library partnership enabled more effective management of the journal and has contributed to its growing success. The evaluative framework developed to enable assessment of the success of this journal’s transition can help other libraries demonstrate the success of their own journal hosting ventures.”
