Creative Commons licenses and the non-commercial condition: Implications for the re-use of biodiversity information

The Creative Commons (CC) licenses are a suite of copyright-based licenses defining terms for the distribution and re-use of creative works. CC provides licenses for different use cases and includes open content licenses such as the Attribution license (CC BY, used by many Open Access scientific publishers) and the Attribution Share Alike license (CC BY-SA, used by Wikipedia, for example). However, the license suite also contains non-free and non-open licenses like those containing a “non-commercial” (NC) condition.

Although many people identify “non-commercial” with “non-profit”, detailed analysis reveals that significant differences exist and that the license may impose some unexpected re-use limitations on works thus licensed. After providing background information on the concepts of Creative Commons licenses in general, this contribution focuses on the NC condition, its advantages, disadvantages and appropriate scope. Specifically, it contributes material towards a risk analysis for potential re-users of NC-licensed works.

A Review of Open Access Self-Archiving Mandate Policies

This article reviews the history of open access (OA) policies and examines the current status of mandate policy implementations. It finds that hundreds of policies have been proposed and adopted at various organizational levels and many of them have shown a positive effect on the rate of repository content accumulation.

However, it also detects policies showing little or no visible impact on repository development, and attempts to analyze the effects of different types of policies, with varied levels of success. It concludes that an open access mandate policy, by itself, will not change existing practices of scholarly self-archiving.

Library Publishing Services: Strategies for Success Research Report Version 1.0

Over the past five years, libraries have begun to expand their role in the scholarly publishing value chain by offering a greater range of pre-publication and editorial support services. Given the rapid evolution of these services, there is a clear community need for practical guidance concerning the challenges and opportunities facing library-based publishing programs.

Recognizing that library publishing services represent one part of a complex ecology of scholarly communication, Purdue University Libraries, in collaboration with the Libraries of Georgia Institute of Technology and the University of Utah, secured an IMLS National Leadership Grant under the title “Library Publishing Services: Strategies for Success.” The project, conducted between October 2010 and September 2011, seeks to advance the professionalism of library-based publishing by identifying successful library publishing strategies and services, highlighting best practices, and recommending priorities for building capacity.

The project has four components: 1) a survey of librarians designed to provide an overview of current practice for library publishing programs (led by consultant October Ivins); 2) a report presenting best practice case studies of the publishing programs at the partner institutions (written by consultant Raym Crow); 3) a series of workshops held at each participating institution to present and discuss the findings of the survey and case studies; and 4) a review of the existing literature on library publishing services. The results of these research threads are pulled together in this project white paper.

Research Infrastructures in the Digital Humanities

This peer reviewed document reflects on the centrality of Research Infrastructures (RIs) to the Humanities. It argues that without RIs such as archives, libraries, academies, museums and galleries (and the sources that they identify, order, preserve and make accessible) significant strands of Humanities research would not be possible. After proposing a wide-ranging definition of digital RIs – with the aim of reflecting on the meaning of infrastructure in the Humanities rather than on those parts common to other domains of science – it attempts to relate physical RIs to digital ones. By drawing on a number of case studies – chosen to showcase the variety of research around existing or emerging infrastructures – it demonstrates that digital RIs offer Humanities scholars new and productive ways to explore old questions and develop new ones.

History and structures of telecommunication in pathology, focusing on open access platforms

Background

Telecommunication has matured to a broadly applied tool in diagnostic pathology.

Technology and Systems

Contemporary with the development of fast electronic communication lines (Integrated digital network services (ISDN), broad band connections, and fibre optics, as well as the digital imaging technology (digital camera), telecommunication in tissue – based diagnosis (telepathology) has matured. Open access (internet) and server – based communication have induced the development of specific medical information platforms, such as iPATH, UICC-TPCC (telepathology consultation centre of the Union International against Cancer), or the Armed Forces Institute of Pathology (AFIP) teleconsultation system.

They have been closed, and are subject to be replaced by specific open access forums (Medical Electronic Expert Communication System (MECES) with embedded virtual slide (VS) technology). MECES uses php language, data base driven mySqL architecture, X/L-AMPP infrastructure, and browser friendly W3C conform standards.”

Experiences

The server – based medical communication systems (AFIP, iPATH, UICC-TPCC) have been reported to be a useful and easy to handle tool for expert consultation. Clients’ sampling, and evaluation of transmitted still images by experts revealed no or only minor differences to the original images and good practice of the involved experts.

Beta tests with the new generation medical expert consultation systems (MECES) revealed superior results in terms of performance, still image viewing, and system handling, especially as this is closely related to the use of so – called social forums (facebook, youtube, etc.).

Benefits and Expectations

In addition to the acknowledged advantages of the former established systems (assistance of pathologists working in developing countries, diagnosis confirmation, international information exchange, etc.), the new generation offers additional benefits such as acoustic information transfer, assistance in image screening, VS technology, and teaching in diagnostic sampling, judgement, and verification.

Openness as infrastructure

The advent of open access to peer reviewed scholarly literature in the biomedical sciences creates the opening to examine scholarship in general, and chemistry in particular, to see where and how novel forms of network technology can accelerate the scientific method. This paper examines broad trends in information access and openness with an eye towards their applications in chemistry.

“Rome Wasn’t Digitized in a Day”: Building a Cyberinfrastructure for Digital Classics

Cogent and insightful, Rome Wasn’t Digitized in a Day: Building a Cyberinfrastructure for Digital Classicists rewards the reader with a many-faceted exploration of classical studies: the history of this complex and multidimensional field, its development of computer-based resources and tools over the last several decades, its current opportunities and needs in a digital era, and prospects for its future evolution as envisioned by digital classicists. Alison Babeu reminds us early in her report of the astonishing reach of classical studies, a field that includes the disciplines of history, literature, linguistics, art, anthropology, science, and mythology, among others, bounded by the Mycenean culture at its most distant past and continuing to the seventh century C.E. Not surprisingly, within this historical compass the sources for classicists are equally complex: stone fragments, papyri, pottery shards, the plastic arts, coins, and some of the most breathtaking physical structures the world has known.

In the course of this report, the substantial gains in the use of digital technologies in service to classical studies become obvious. Over the past 40 years, remarkable resources have been built, including largescale text databases in a variety of languages; digital repositories for archeological data, as well as for coins and cuneiform tablets; and datasets of texts for paleography and epigraphical studies. Applications that assist the scholar in morphological analysis, citation linking, text mining, and treebank construction, among others, are impressive. The challenges are also significant: there persist problems with the integrity of OCR scans; the interoperability of multimedia data that contain texts, images, and other forms of cultural expression; and the daunting magnitude of so many languages in so many different scripts.

The intellectual return on this investment in technology as a service to classical studies is equally startling and complex. One of the more salient developments has been the reconceptualization of the text. As recently as a generation ago, the “text” in classics was most often defined as a definitive edition, a printed artifact that was by nature static, usually edited by a single scholar, and representing a compilation and collation of several extant variations. Today, through the power and fluidity of digital tools, a text can mean something very different: there may be no canonical artifact, but instead a dataset of its many variations, with none accorded primacy. A work of ancient literature is now more often deeply contextualized, its transmission over time more nuanced, and its continuity among the various instantiations more accurately articulated. The performative nature of some of the great works—the epics of Homer are a prime example—can be captured more rigorously by digital technology, which can layer the centuries of manuscript fragments to produce a sharper understanding of what was emphasized in the epics over time and what passages or stories appear less important from one era to another, affording new insight into the cultural appropriation of these fundamental expressions of the human condition.

Achieving these new perspectives has required a cultural change in the classics. Scholarship in the digital environment is more collaborative, and can include students as integral contributors to the research effort. The connections, continuities, and cultural dialogue to which classical works were subject are reflected by new teams of scholars, working across traditional disciplines (which can often include computer science) to develop new methodological approaches and intellectual strategies in pursuit of knowledge about the ancient world. In this regard, the digital classics encompass new alignments of traditional hierarchies, academic boundaries, and technologies.

The Council on Library and Information Resources is pleased to publish this far-reaching study. The issues and perspectives to which it gives voice pertain significantly to the humanities at large. Its appearance is especially relevant as plans to build very large digital libraries in Europe and the United States flourish. Indeed, a transdisciplinary approach will be essential in constructing a digital environment with the scale and sophistication necessary to support advanced research, teaching, and lifelong learning. As this study suggests, we must continue to engage humanists, engineers, scientists, and all manner of pedagogical expertise in pursuit of a new, transformative educational ecology.
