Do authors of research funded by the Canadian Institutes of Health Research comply with its open access mandate?: A meta-epidemiologic study

Background

Since 2008, the Canadian Institutes of Health Research (CIHR) has mandated that studies it funds either in whole or in part are required to publish their results as open access (OA) within 12 months of publication using either online repositories and/or OA journals.

Yet, there is evidence that authors are poorly compliant with this mandate. Specifically, there has been an apparent decrease in OA publication after 2015, which coincides with a change in the OA policy during the same year.

One particular policy change that may have contributed to this decline was lifting the requirement that authors deposit their article in an OA repository immediately upon publication.

We investigated the proportion of OA compliance of CIHR-funded studies in the period before and after the policy change of 2015 with manual confirmation of both CIHR funding and OA status.

Methods and findings

We identified CIHR-funded studies published between the years 2014 to 2017 using a comprehensive search in the Web of Science (WoS). We took a stratified random sample from all four years (i.e. 2014 to 2017), with 250 studies from each year.

Two authors independently reviewed the final full-text publications retrieved from the journal web page to determine to confirm CIHR funding, as indicated in the acknowledgements or elsewhere in the paper.

For each study, we also collected bibliometric data that included citation count and Altmetric attention score Statistical analyses were conducted using two-tailed Fisher’s exact test with relative risk (RR). Among the 851 receiving CIHR funding published from 2014 to 2017, the percentage of CIHR-funded studies published as OA significantly decreased from 79.6% in 2014 to 70.3% in 2017 (RR = 0.88, 95% CI: 0.79–0.99, P = 0.028).

When considering all four years, there was no significant difference in the percentage of CIHR-funded studies published as OA in both 2014 and 2015 compared to both 2016 and 2017 (RR = 0.97, 95% CI: 0.90–1.05, P = 0.493). Additionally, OA publications had significantly higher citation count (both in year of publication and in total) and higher attention scores (P<0.05).

Conclusions

Overall, we found that there was a significant decrease in the proportion of CIHR funded studies published as OA from 2014 compared to 2017, though this difference did not persist when comparing both 2014–2015 to 2016–2017.

The primary limitation was the reliance of self-reported data from authors on CIHR funding status. We posit that this decrease may be attributable to CIHR’s OA policy change in 2015.

Further exploration is warranted to both validate these studies using a larger dataset and, if valid, investigate the effects of potential interventions to improve the OA compliance, such as use of a CIHR publication database, and reinstatement of a policy for authors to immediately submit their findings to OA repositories upon publication.

Narrowing the Gap Between Publication and Access: Is a Mandate Enough to Get Us Closer?

Changes brought about by the Internet to Scholarly Communication and the spread of Open Access movement, have made it possible to increase the number of potential readers of published research dramatically.

This two-phase study aims, at first, to assert the satisfaction of the potential for increased open access to articles published by authors at the University of Coimbra, in a context when there was no stimulus for the openness of published science other than an institutional mandate set by the University policy on Open Access (“Acesso Livre”).

The satisfaction of the access openness was measured by observing the actual archiving behavior of researchers (either directly or through their agents). We started by selecting the top journal titles used to publish the STEM research of the University of Coimbra (2004-2013) by using Thomson Reuters’ Science Citation Index (SCI). These titles were available at the University libraries or through online subscriptions, some of them in open access (21%).

By checking the journals’ policy at the time regarding self-archiving at the SHERPA/RoMEO service, we found that the percentage of articles in Open Access (OA) could rise to 80% if deposited at Estudo Geral, the Institutional Repository of the University of Coimbra, as prescribed by the Open Access Policy of the University.

As we concluded by verifying the deposit status of every single paper of researchers of the University that published in those journals, this potential was far from being fulfilled, despite the existence of the institutional mandate and favorable editorial conditions.

We concluded, therefore, that an institutional mandate was not sufficient by itself to fully implement an open access policy and to close the gap between publication and access.

The second phase of the study, to follow, will rescan the status of published papers in a context where the Portuguese public funding agency, the Fundação para a Ciência e a Tecnologia, introduced in 2014 a new significant stimulus for open access in science.

The FCT Open Access Policy stipulates that publicly funded published research must be available as soon as possible in a repository of the Portuguese network of scientific repositories, RCAAP, which integrates the Estudo Geral.

(Re)Shaping Open Access Policy to Scientific Resources at Polish Technical Universities: Gdańsk University of Technology Perspective

Developing European Open Access policy to scientific resources is one of the most important issues undertaken during the public debate about the future trends in scholarly communication process.

The Open Access landscape is determined by several factors (e.g. mandates). The open mandate: voluntary or mandatory, can be implemented at the institutional, national or international level. It requires scholars to use open repository to deposit results of scientific research funded with public money and research grants.

The current paper reflects European Commission guidelines regarding dissemination of
scientific results funded with EU funds together with recommendations at the national level for Polish universities.

The process of preparing and implementing Open Access policy at the institutional level, and the role of libraries in this process were presented on the example of Gdańsk University of Technology in comparison to the other technical universities in Poland.

Gdańsk University of Technology implements a project called Multidisciplinary Open System Transferring Knowledge. The acronym of its name in the Polish language is “MOST Wiedzy”, which means “the bridge of knowledge”.

The repository is a project of an archive of scientific publications, scientific documentation, research data, scientific dissertations, as well as other documents and sources, created as a result of scientific experiments and other research and development work conducted at the Gdańsk University of Technology.

It will also be a solution supporting communication between researchers and a platform for cooperation between science and business.

It Takes More than a Mandate: Factors that Contribute to Increased Rates of Article Deposit to an Institutional Repository

INTRODUCTION

Many institutions have open access (OA) policies that require faculty members to deposit their articles in an institutional repository (IR). A clear motivation is that a policy will result in increased self-archiving. The purpose of this longitudinal study is to compare the impact of a campus-wide OA policy and mediated solicitation of author manuscripts, using quantitative analysis to determine the rate of article deposits over time.

METHODS

Metadata for faculty articles published by authors at Oregon State University between 2011 and 2014 was produced by integrating citation metadata from a bibliographic database and the IR. Author names, affiliations, and other metadata were parsed and matched to compare rates of deposit for three separate time periods relating to different OA promotional strategies.

RESULTS Direct solicitation of author manuscripts is more successful in facilitating OA than an OA policy—by number of articles deposited as well as the number of unique authors participating. Author affiliation and research areas also have an impact on faculty participation in OA.

DISCUSSION Outreach to colleges and departments has had a positive effect on rate of deposit for those communities of scholars. Additionally, disciplinary practice may have more influence on its members’ participation in OA.

CONCLUSION Until more federal policies require open access to articles funded by grants, or institutional policies are in place that require article deposit for promotion and tenure, policies will only be as effective as the library mediated processes that are put in place to identify and solicit articles from faculty.”

Implementing Open Access Policy: First Case Studies

When implementing open access, policy pioneers and flagship institutions alike have faced considerable challenges in meeting their own aims and achieving a recognized success.

Legitimate authority, sufficient resources and the right timing are crucial, but the professionals charged with implementing policy typically still need several years to accomplish significant progress.

This study defines a methodological standard for evaluating the first generation of open access policies. Evaluating implementation establishes evidence, enables reflection, and may foster the emergence of a second generation of open access policies.

While the study is based on a small number of cases, these case studies cover most of the pioneer institutions, present the most significant issues and offer an international overview.

Each case is reconstructed individually on the basis of public documents and background information, and supported by interviews with professionals responsible for open access implementation.

This article presents the highlights from each case study. The results are utilized to indicate how a second generation of policies might define open access as a key component of digital research infrastructures that provide inputs and outputs for research, teaching and learning in real time.

“Implementing open access is a tough job. Legitimate authority, sufficient resources and the right timing are crucial. Pioneers, role models and flagship institutions all have faced considerable challenges in meeting their own aims and achieving a recognized success. Professionals charged with implementing policy typically need several years to accomplish significant progress. Many institutions adopting open access policies probably need to do more, much more, if the commitment to open access is to be meaningful.
A first generation of open access policy development and implementation is coming to a close. It is thus possible to begin evaluation. Evaluating implementation establishes evidence, enables reflection, and may foster the emergence of a second generation of open access policies.
This study is based on a small number of cases, examining the implementation of open access around the world. Some of the pioneer institutions with open access mandates have been included, as well as some newer cases. The emergence of the new stakeholders in publishing is examined, such as digital repositories, research funders and research organisations.
Because this is a groundbreaking study, no claim is made that the results are representative. The emphasis is on variety and on defining a methodological standard. Each case is reconstructed individually on the basis of public documents and background information, and supported by interviews with professionals responsible for open access implementation.
Implementation is typically based on targeting researchers as authors. Indeed, the author is pivotal to any open access solution. This is the ‘tertium comparationis’ that facilitates an examination of the similarities and differences across instances in an effort to build a broader policy research agenda.
In a final section, open access is placed in the wider context of the evolution of digital scholarship. This clarifies how published research results are destined to become a key component of digital research infrastructures that provide inputs and outputs for research, teaching and learning in real time.
