ETD Management and Publishing in the ProQuest System and the University Repository: A Comparative Analysis :

Introduction : This study compares the two most popular ETD management and publishing systems used in the American higher education community today: the commercial ProQuest Dissertation Publishing system and the university repository.
Methods Characteristics of these systems are identified and categorized in order to determine the features, functions, and policies common to both, and those that uniquely characterize one or the other system. Performing such a head-to-head comparison provides valuable information and insights to decision makers responsible for managing or overhauling their university’s ETD program.
Results : Comparison of characteristics shows the ProQuest system and the university repository both provide functional solutions for submitting, storing, disseminating, and archive ETDs using digital technology. Yet each system also has unique characteristics that distinguish it from the other.
Discusssion and Conclusion : The authors conclude that there is no single ‘best’ system for ETD management overall. Rather, it is up to decision makers at each institution to choose an approach that best fits their university’s values, goals and needs. Finally, the authors point out the need for a single portal for ETDs that allows for search and discovery of these unique works of scholarship wherever the full text resides. Future investigation into possible solutions for such an ETD portal would be a boon not only to universities and ETD authors, but to the broader community of researchers, students, professionals and interested citizenry who could benefit from easier access to this this growing corpus of knowledge.”

Providing Access to Electronic Theses and Dissertations: A Case Study from Togo :

“Open access has become a significant part of scientific communication. With regards to dissemination of scientific production, the green road, i.e. self-archiving of scientific work in an open access repository, is often considered as the choice for developing countries because of lower investment and operational costs. This paper will provide a review of relevant literature on the topic, followed by a short overview of open repositories in sub-Saharan African countries, a region facing serious political, economic and social challenges. The main section will present a project for the digitizing of PhD theses of two universities in Togo, and we will then discuss questions and problems related to the specific conditions of the project, in order to contribute to the understanding of the dynamics and rich diversity of the open access movement. Is there an option for sustainable development of open access in these countries? The future will show whether open access contributes to reducing the digital divide between sub-Saharan Africa and other countries or whether it will instead consolidate this divide.”

Electronic doctoral theses in the UK: a sector-wide survey into policies, practice and barriers to Open Access :

“Sharing knowledge and research outputs is critical to the progress of science and human development, and a central tenet of academia. The Internet itself is a product of the academic community, and opening access to that community’s most important body of research, doctoral theses, is both a logical and an inevitable development. Progress toward open access to electronic theses has been slow in the UK. Much has been written on the perceived barriers and practical/infrastructural considerations that might explain this, but a comprehensive picture of that progress, and obstacles to it, was lacking. In 2010, a survey of policy and practice in UK HEIs was conducted by UCL (University College London) Library Services (commissioned by the Joint Information Systems Committee, JISC) to address this very issue. Incorporating inputs from 144 institutions currently awarding doctoral degrees, the work provides the first clear and detailed picture of the status of open access to doctoral research in the UK. The mission of the UK Council for Graduate Education (UKCGE) is to promote and support the interests of graduate education, and this it does through dissemination of best practice and intelligence on emergent trends; helping to shape policy and practice for the benefit of the UK HEI sector. This report contributes to that mission by bringing to the membership’s attention the results of this important work by UCL Library Services; a collaboration between UKCGE and the authors of the original work, it sets out the policies and practices that emerged from the survey and also considers what has been learned about the perceived barriers to the implementation of open access to electronic theses.

The 2010 survey has enabled, for the first time, a differentiation to be made between barriers that are “real” and those which are unfounded and/or yet to be properly validated. At the same time, the work highlights the progress made in certain critical areas, as well as those that require our greater attention. A positive picture emerges for the UK on the adoption of the electronic thesis, with the majority of HEIs surveyed expected to be providing open access to their theses in five years’ time. A more detailed picture also emerges regarding the primary reasons for requests to restrict access to theses, some of which, notably, apply only to electronic (not print) theses. This has necessarily given rise to new policy developments. There is positive evidence also of collaboration among HEIs to provide an efficient and robust service for accessing electronic theses; pooling their resources and expertise either in the development of their institutional repositories or in operating a joint service. The key driver of open access to electronic theses is the opportunity for UK HEIs to “showcase” their research outputs to the widest possible audience and enhance their impact. There are no reliable means as yet to measure this impact, but there are encouraging early indications that electronic doctoral theses attract significant attention when made openly accessible. Open access to electronic theses may therefore indeed accelerate the sharing of knowledge and the progress of scientific discovery and human development.”

“Electronic theses and dissertations (ETDs) are a relatively new mode of research and scholarly
communication. Lippincott states that an ETD program provides a process, standards, and software to
automate functions, as well as a digital infrastructure for access and preservation (Lippincott, 2006). As a primary source of information, theses and dissertations are particularly useful to researchers, but many languish in obscurity in university libraries and archives. Digital library technologies have helped ETDs gain momentum (Jin, 2004). Theses submitted in support of a PhD are difficult to access, as they are only collected by the library of the university that granted the degree. ETDs can be easily located, readily accessible, and delivered over the Web (Vijaykumar and Murthy, 2001). Most university libraries are very enthusiastic about electronic theses, but thesis supervisors and university administrators have sometimes been less keen on the idea. In most cases, it is necessary to change university regulations in order to require students to deposit an electronic copy of their thesis, which can be a time-consuming and frustrating process (Greig, 2005). This paper attempts to view the status of use and adoption of ETDs in various different parts of the world, and gives a brief history of ETDs, key issues governing ETD projects, potential merits of ETDs, with a glimpse on ETD initiatives in India.”
