The Openness of the University of the Philippines Open University: Issues and Prospects :

“This paper is a self-reflection on the state of openness of the University of the Philippines Open University (UPOU). An exploratory and descriptive study, it aims not only to define the elements of openness of UPOU, but also to unravel the causes and solutions to the issues and concerns that limit its options to becoming a truly open university. It is based on four parameters of openness, which are widely universal in the literature, e.g., open admissions, open curricula, distance education at scale, and the co-creation, sharing and use of open educational resources (OER). It draws from the perception survey among peers, which the author conducted in UPOU in July and August 2012. It also relies on relevant secondary materials on the subject.”

On the role of openness in education: A historical reconstruction :

“In the context of education, “open(ness)” has become the watermark for a fast growing number of learning materials and associated platforms and practices from a variety of institutions and individuals. Open Educational Resources (OER), Massive Open Online Courses (MOOC), and more recently, initiatives such as Coursera are just some of the forms this movement has embraced under the “open” banner. Yet, ongoing calls to discuss and elucidate the “meaning” and particularities of openness in education point to a lack of clarity around the concept. “Open” in education is currently mostly debated in the context of the technological developments that allowed it to emerge in its current forms. More in-depth explorations of the philosophical underpinnings are moved to the backstage. Therefore, this paper proposes a historical approach to bring clarity to the concept and unmask the tensions that have played out in the past. It will then show how this knowledge can inform current debates around different open initiatives.”

What should be the data sharing policy of cognitive science?

There is a growing chorus of voices in the scientific community calling for greater openness in the sharing of raw data that leads to a publication. In this commentary, we discuss the merits of sharing, common concerns that are raised, and practical issues that arise in developing a sharing policy. We suggest that the cognitive science community discuss the topic and establish a data sharing policy.

Assumptions and Challenges of Open Scholarship :

“Researchers, educators, policymakers, and other education stakeholders hope and anticipate that openness and open scholarship will generate positive outcomes for education and scholarship. Given the emerging nature of open practices, educators and scholars are finding themselves in a position in which they can shape and/or be shaped by openness. The intention of this paper is (a) to identify the assumptions of the open scholarship movement and (b) to highlight challenges associated with the movement’s aspirations of broadening access to education and knowledge. Through a critique of technology use in education, an understanding of educational technology narratives and their unfulfilled potential, and an appreciation of the negotiated implementation of technology use, we hope that this paper helps spark a conversation for a more critical, equitable, and effective future for education and open scholarship.”

“The Science as an open enterprise report highlights the need to grapple with the huge deluge of data created by modern technologies in order to preserve the principle of openness and to exploit data in ways that have the potential to create a second open science revolution.
Exploring massive amounts of data using modern digital technologies has enormous potential for science and its application in public policy and business. The report maps out the changes that are required by scientists, their institutions and those that fund and support science if this potential is to be realised.”

The Future of Taxpayer-Funded Research: Who Will Control Access to the Results?

This report examines the costs and benefits of increased public access, and proposals to either extend or overturn the NIH policy. It looks at increased public access to research results through the lens of “openness,” with a particular interest in how greater openness affects the progress of science, the productivity of the research enterprise, the process of innovation, the commercialization of research, and economic growth.
