« Key stakeholders in scholarly communication have been at odds over the purpose, mission and business models of publishing. This piece reviews developments in the United States but with a particular focus on efforts at reestablishing common purpose, such as (1) the Scholarly Publishing Roundtable created in June 2009 by the Chairman of Science and Technology Committee of the US House of Representatives; (2) the Task force of the Association of American Universities and Association of Research Libraries established in 2012 to focus on university presses, scholarly journals and institutional repositories; and (3) the Office of Science and Technology Policy Memorandum of February 22, 2013 on Increasing Access to the Results of Federally Funded Scientific Research. »

« This article presents the rationale, common practices, challenges, and some personal anecdotes from a journal editor on the production, use, and re-use of peer-reviewed, scholarly articles as open educational resources (OER). The scholarly and professional discourse related to open educational resources has largely focused on open learning objects, courseware, and textbooks. However, especially in graduate education, articles published in scholarly journals are often a major component of the course content in formal education. In addition, open access journal articles are critical to expanding access to knowledge by scholars in the developing world and in fostering citizen science, by which everyone has access to the latest academic information and research results. In this article, I highlight some of the challenges, economic models, and evidence for quality of open access journal content and look at new affordances provided by the Net for enhanced functionality, access, and distribution.
In the seventeen years since I graduated with a doctorate degree, the climate and acceptance of open access publishing has almost reversed itself. I recall a conversation with my PhD supervisor in which he argued that publishing online was not a viable option as the product would not have permanency, scholarly recognition, or the prestige of a paper publication. His comments reflect the confusion between online resources and those described as open access, but as well illustrate the change in academic acceptance and use of open access products during the past decade. The evolution from paper to online production and consumption is a disruptive technology in which much lower cost and increased accessibility of online work opens the product to a completely new group of potential users. In the case of OER these consumers are primarily students, but certainly access to scholars from all parts of the globe and the availability to support citizen science (Silvertown, 2009) should not be underestimated. »

Access, accommodation, and science: Knowledge in an “open” world

« The rising popularity of open access (OA) publishing in scholarly communities is purportedly leading to increased public knowledge. At least, that’s a key piece of the OA moral argument. This is especially true for discussions of scientific research.

We argue, however, that while there have been significant moves to provide better material/technological access to research, OA advocates must still tackle the issue of making original scientific research conceptually accessible. Despite being freely available on the Internet, articles are not also by default linguistically, conceptually, or ideologically accessible to the global public(s) they are intended to reach.

In this article, we examine how OA coupled with innovative scientific communication practices can help align the ideals of OA with the realities of complex, specialized genres of writing to provide better, more “open,” access to research.

We look to PLOS ONE and the PLOS Blog Network to discuss how the innovative material access of PLOS ONE coupled with the communication strategies of PLOS Bloggers can work together toward more openly accessible original scientific research articles. »

The Rich Get Richer and the Poor Get Poorer: The Effect of Open Access on Cites to Science Journals Across the Quality Spectrum

An open-access journal allows free online access to its articles, obtaining revenue from fees charged to submitting authors. Using panel data on science journals, we are able to circumvent some problems plaguing previous studies of the impact of open access on citations.

We find that moving from paid to open access increases cites by 8% on average in our sample, but the effect varies across the quality of content. Open access increases cites to the best content (top-ranked journals or articles in upper quintiles of citations within a volume) but reduces cites to lower-quality content.

We construct a model to explain these findings in which being placed on a broad open-access platform can increase the competition among articles for readers’ attention. We can find structural parameters allowing the model to fit the quintile results quite closely.

« Twitter is a micro-blogging social media platform for short messages that can have a long-term impact on how scientists create and publish ideas. We investigate the usefulness of twitter in the development and distribution of scientific knowledge. At the start of the life cycle of a scientific publication, twitter provides a large virtual department of colleagues that can help to rapidly generate, share and refine new ideas. As ideas become manuscripts, twitter can be used as an informal arena for the pre-review of works in progress. Finally, tweeting published findings can communicate research to a broad audience of other researchers, decision makers, journalists and the general public that can amplify the scientific and social impact of publications. However, there are limitations, largely surrounding issues of intellectual property and ownership, inclusiveness and misrepresentations of science sound bites. Nevertheless, we believe twitter is a useful social media tool that can provide a valuable contribution to scientific publishing in the 21st century. »
