Public Libraries as Publishers: Critical Opportunity

Libraries have a long and distinguished history of publishing, since their earliest days. Traditionally libraries published to expose their collections through bibliographies, facsimiles, and catalogs.

While the Internet has made discovery and dissemination of library holdings easier than ever before, digital publishing technologies have also unlocked compelling new purposes for library publishing, including through Open Access publishing initiatives.

The self-publishing explosion and availability of self-publishing tools and services geared to libraries have heralded new opportunities for libraries, especially public libraries, to engage their communities in new ways.

By supporting self-publishing initiative in their communities, public libraries can promote standards of quality in self-publishing, provide unique opportunities to engage underserved populations, and become true archives of their communities.

Write up! A Study of Copyright Information on Library-Published Journals

INTRODUCTION

Libraries have a mission to educate users about copyright, and library publishing staff are often involved in that work. This article investigates a concrete point of intersection between the two areas – copyright statements on library-published journals.

METHODS

Journals published by members of the Library Publishing Coalition were examined for open access status, type and placement of copyright information, copyright ownership, and open licensing.

RESULTS

Journals in the sample were overwhelmingly (93%) open access. 80% presented copyright information of some kind, but only 30% of those included it at both the journal and the article level.

Open licensing was present in 38% of the journals, and the most common ownership scenario was the author retaining copyright while granting a nonexclusive license to the journal or publisher. 9% of the sample journals included two or more conflicting rights statements.

DISCUSSION

76% of the journals did not consistently provide accurate, easily-accessible rights information, and numerous problems were found with the use of open licensing, including conflicting licenses, incomplete licenses, and licenses not appearing at the article level.

CONCLUSION

Recommendations include presenting full copyright and licensing information at both the journal and the article level, careful use of open licenses, and publicly-available author agreements.

Libraries as Content Producers: How Library Publishing Services Address the Reading Experience

This study establishes baseline information about the ways library publishing services integrate user studies of their readers, and common barriers to doing so.

The Library Publishing Coalition defines library publishing as « the set of activities led by college and university libraries to support the creation, dissemination, and curation of scholarly, creative, and/or educational works. »

This area includes traditional as well as novel publication types. Results suggest that discussions of library publishing underrepresent engagement with readers, but that ample room for increased attention remains.

Existing reader-related efforts vary widely and may in some cases be happenstance. These efforts also face key barriers in lack of prioritization, lack of expertise, and lack of control of out-of-the-box platforms.

The Library as Publishing House

The academic library has taken on the new role of institutional publishing house, using institutional repository (IR) services to enable journal publishing and manage conference planning. Librarians taking on this new role as publisher must know the journal publishing work flow, including online article submission, peer review, publishing, marketing, and assessment.

They must understand international identifiers such as the electronic International Standard Serial Number (eISSN) and Digital Object Identifier (DOI). To manage conference planning functions, librarians need to understand event functions such as presentation submission, program scheduling, registration and third-party payment systems, proceedings publishing, and archiving.

In general, they need to be technologically savvy enough to configure and manage a specialized content management system, the institutional repository.

University-based open access publishing

This report, prepared for SPARC Europe, sketches the landscape of university-­‐based not-­‐for-­‐ profit publishing in Europe with a primary focus on open access publishing of journals. It provides a view of the different types of initiatives in terms of their size, operational and business models, technologies used, stakeholder involvement, concentration of scientific fields, growth, as well as regional characteristics and recommendations for SPARC Europe and DOAJ.

The report attests to a rich and continuously evolving ecology of open access publishing initiatives in universities in Europe and elsewhere. Beyond the commercial publishing models, it appears that university libraries are largely the foci of intense activity in journal publishing and books (primarily where a university press exists), while national governments are moving towards building national collections, national portals and services paid for by public funds to make research published within the country more relevant and accessible internationally.

This ecology is primarily populated by small publishers who are largely invisible, and much smaller numbers of large and medium-­‐ sized university-­‐based activities. At the same time, a growing number of innovative initiatives in the University and outside, mostly initiated by scholars and University Presses, eager to experiment in developing a fair and sustainable scholarly communications system, attests to a vibrant and swiftly-­‐evolving landscape.

The Users of Library Publishing Services: Readers and Access Beyond Open

« This article analyzes the discourse of library publishing, examining how the needs of library users have (or haven’t) been framed as core concerns in key collaborative documents from the 2007 Ithaka Report to the 2014 Library Publishing Directory. Access issues, including not only open access but format options, usability, accessibility, and general user experience, have most often been absent or sidelined in this discourse. Even open access has been less central than one might expect. Moreover, even in later documents where it is more commonly trumpeted as a value of libraries, open access is often not presented as a service to readers but to authors.

For these reasons, I argue the promotion of library publishing has missed a key opportunity to promote such services as offering a holistic approach that incorporates the needs of both authors and readers by drawing on the history of user studies in libraries. The absence of the user as information seeker, and especially reader, in this discourse should concern libraries lest library publishing services replicate existing access problems with commercial publishers beyond the question of openness. The opportunity exists for organizations such as the Library Publishing Coalition to foster discussion of reader needs for digital formats and, where feasible, promote a set of best practices. »

Getting the Word Out Academic Libraries as Scholarly Publishers

« In the past decade there has been an intense growth in the number of library publishing services supporting faculty and students. Unified by a commitment to both access and service, library publishing programs have grown from an early focus on backlist digitization to encompass publication of student works, textbooks, research data, as well as books and journals. This growing engagement with publishing is a natural extension of the academic library’s commitment to support the creation of and access to scholarship. This volume includes chapters by some of the most talented thinkers in this area of librarianship, exploring topics such as the economics of publishing and the challenges of collaboration, and surveying the service landscape for publishing in support of a variety of formats and methods.
