How far does an emphasis on stakeholder engagement and co-production in research present a threat to academic identity and autonomy? A prospective study across five European countries

There is a growing recognition that needs more to be done to ensure that research contributes to better health services and patient outcomes. Stakeholder engagement in research, including co-production, has been identified as a promising mechanism for improving the value, relevance and utilization of research.

This article presents findings from a prospective study which explored the impact of stakeholder engagement in a 3-year European tobacco control research project. That research project aimed to engage stakeholders in the development, testing and dissemination of a return-on-investment tool across five EU countries (the Netherlands, Spain, Hungary, Germany and the UK).

The prospective study comprised interviews, observations and document review. The analysis focused on the extent to which the project team recognized, conceptualized and operationalized stakeholder engagement over the course of the research project. Stakeholder engagement in the European research project was conceptualized as a key feature of pre-designated spaces within their work programme.

Over the course of the project, however, the tool development work and stakeholder engagement activities decoupled. While the modelling and tool development became more secluded, stakeholder engagement activities subtly transformed from co-production, to consultation, to something more recognizable as research participation.

The contribution of this article is not to argue against the potential contribution of stakeholder engagement and co-production, but to show how even well-planned engagement activities can be diverted within the existing research funding and research production systems where non-research stakeholders remain at the margins and can even be seen as a threat to academic identify and autonomy.

Investigating the Blind Spot of a Monitoring System for Article Processing Charges

The Open Access (OA) publishing model that is based on article processing charges (APC) is often associated with the potential for more transparency regarding the expenditures for publications.

However, the extent to which transparency can be achieved depends not least on the completeness of data in APC monitoring systems. This article investigates two blind spots of the largest collection of APC payment information, OpenAPC. It aims to identify likely APC-liable publications for German universities that contribute to this system and for those that do not provide data to it.

The calculation combines data from Web of Science, the ISSN-Gold-OA-list and OpenAPC. The results show that for the group of universities contributing to the monitoring system, more than half of the APC payments are not covered by it and the average payments for non-covered APCs is higher than for APCs covered by the system.

In addition, the group of universities that do not contribute to OpenAPC accounts for two thirds of the number of APC-liable publications recorded for contributing universities. Regarding the size of these blind spots, the value of the monitoring system is limited at present.

Do researchers know what the h-index is? And how do they estimate its importance?

The h-index is a widely used scientometric indicator on the researcher level working with a simple combination of publication and citation counts. In this article, we pursue two goals, namely the collection of empirical data about researchers’ personal estimations of the importance of the h-index for themselves as well as for their academic disciplines, and on the researchers’ concrete knowledge on the h-index and the way of its calculation.

We worked with an online survey (including a knowledge test on the calculation of the h-index), which was finished by 1081 German university professors. We distinguished between the results for all participants, and, additionally, the results by gender, generation, and field of knowledge.

We found a clear binary division between the academic knowledge fields: For the sciences and medicine the h-index is important for the researchers themselves and for their disciplines, while for the humanities and social sciences, economics, and law the h-index is considerably less important.

Two fifths of the professors do not know details on the h-index or wrongly deem to know what the h-index is and failed our test. The researchers’ knowledge on the h-index is much smaller in the academic branches of the humanities and the social sciences.

As the h-index is important for many researchers and as not all researchers are very knowledgeable about this author-specific indicator, it seems to be necessary to make researchers more aware of scholarly metrics literacy.

The Impact of the German ‘DEAL’ on Competition in the Academic Publishing Market

The German DEAL agreements between German universities and research institutions on the one side and Springer Nature and Wiley on the other side facilitate easy open access publishing for researchers located in Germany.

We use a dataset of all publications in chemistry from 2016 to 2020 and apply a difference-in-differences approach to estimate the impact on eligible scientists’ choice of publication outlet.

We find that even in the short period following the conclusion of these DEAL agreements, publication patterns in the field of chemistry have changed, as eligible researchers have increased their publications in Wiley and Springer Nature journals at the cost of other journals.

From that two related competition concerns emerge: First, academic libraries may be, at least in the long run, left with fewer funds and incentives to subscribe to non-DEAL journals published by smaller publishers or to fund open access publications in these journals.

Secondly, eligible authors may prefer to publish in journals included in the DEAL agreements, thereby giving DEAL journals a competitive advantage over non-DEAL journals in attracting good papers.

Given the two-sided market nature of the academic journal market, these effects may both further spur the concentration process in this market.

Where Do Early Career Researchers Stand on Open Science Practices? A Survey Within the Max Planck Society

Open science (OS) is of paramount importance for the improvement of science worldwide and across research fields. Recent years have witnessed a transition toward open and transparent scientific practices, but there is still a long way to go.

Early career researchers (ECRs) are of crucial relevance in the process of steering toward the standardization of OS practices, as they will become the future decision makers of the institutional change that necessarily accompanies this transition. Thus, it is imperative to gain insight into where ECRs stand on OS practices.

Under this premise, the Open Science group of the Max Planck PhDnet designed and conducted an online survey to assess the stance toward OS practices of doctoral candidates from the Max Planck Society.

As one of the leading scientific institutions for basic research worldwide, the Max Planck Society provides a considerable population of researchers from multiple scientific fields, englobed into three sections: biomedical sciences, chemistry, physics and technology, and human and social sciences.

From an approximate total population of 5,100 doctoral candidates affiliated with the Max Planck Society, the survey collected responses from 568 doctoral candidates. The survey assessed self-reported knowledge, attitudes, and implementation of different OS practices, namely, open access publications, open data, preregistrations, registered reports, and replication studies.

ECRs seemed to hold a generally positive view toward these different practices and to be interested in learning more about them. Furthermore, we found that ECRs’ knowledge and positive attitudes predicted the extent to which they implemented these OS practices, although levels of implementation were rather low in the past. We observed differences and similarities between scientific sections.

We discuss these differences in terms of need and feasibility to apply these OS practices in specific scientific fields, but additionally in relation to the incentive systems that shape scientific communities. Lastly, we discuss the implications that these results can have for the training and career advancement of ECRs, and ultimately, for the consolidation of OS practices.

Research Data Management as an Integral Part of the Research Process of Empirical Disciplines Using Landscape Ecology as an Example

Research Data Management (RDM) is regarded as an elementary component of empirical disciplines. Taking Landscape Ecology in Germany as an example the article demonstrates how to integrate RDM into the research design as a complement of the classic quality control and assurance in empirical research that has, so far, generally been limited to data production.

Sharing and reuse of empirical data by scientists as well as thorough peer reviews of knowledge produced by empirical research requires that the problem of the research in question, the operationalized definitions of the objects of investigation and their representative selection are documented and archived as well as the methods of data production including indicators for data quality and all data collected and produced.

On this basis, the extent to which this complemented design of research processes has already been realized is demonstrated by research projects of the Chair of Landscape Ecology at the University of Vechta, Germany.
