Evolution and Future of the Knowledge Commons: Emerging Opportunities and Challenges for Less Developed Societies :

“This article addresses the emerging field of the knowledge commons in relation with the challenges of international development. It reviews the history of academic knowledge since the Enlightenment, its evolution and current trends, with the purpose of exploring the future of the knowledge commons. Assuming that knowledge is the most important resource in the twenty-first century, the intention of this article is mapping the conditions for taking advantage of this resource. Which are the barriers to access and use common pool of knowledge that is being generated currently? The supply and the demand sides of the knowledge sharing equation are reviewed to understand their particularities and trends. Particular attention is given to the demand side of this equation to identify the barriers that are preventing people from less developed countries taking full advantage of this fast growing resource.”

Which alternative tools for bibliometrics in an research institute ? :

“Nowadays, bibliometrics is a frequently used tool in scientific and technical information, it can be useful to quantify scientific production and for collective or individual evaluations. Web of Science (Thomson ISI) and impact factor calculated by JCR are the better known references. We will underline the limits and setbacks of these overused indicators, especially the bias factor h. Other alternative tools are emerging today. Our presentation will focus on comparing all these products, and we will study their interests for librarians and researchers.”

“Aujourd’hui la bibliométrie est un outil fréquemment utilisé pour quantifier la production scientifique et aussi pour les évaluations des chercheurs et des institutions. Le WoK et le JCR pour le facteur d’impact sont des outils de référence. Nous voudrions souligner les limites de ces indicateurs, nous soulignerons les biais du facteur h. D’autres outils alternatifs émergent aujourd’hui. “Open Access — scholarship that is “digital, online, free of charge, and free of most copyright and licensing restrictions” (Suber, 2011) — has dramatically changed the research landscape in universities worldwide in the twenty-first century. In Latin America, regional Open Access initiatives (if not officially labeled “open access”) have permeated most research-intensive universities and national science evaluation systems and have begun to alter the way that local research is perceived. Furthermore, the prominence of Open Access, regionally and globally, has become a significant force in transforming previous traditions and systems used by universities in Latin America in the production and access to scientific knowledge, having a profound influence on its position within what might be thought of as the global knowledge exchange.”
